SECTION 260500- ELECTRIC DISTRIBUTION & BASIC ELECTRICAL
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes electrical work to provide electrical service, distribution infrastructure, and security lighting for the Quonset building on the compound of the US Forest Service Supervisors Office of the Chippewa National Forest in Cass Lake, MN.
B. Work tasks include (but are not limited to):
1. Furnish and install underground electrical service cable from the main shop building on the compound to the Quonset building located approximately 325 feet to the west of the shop. Contractor is responsible for determining if an existing line will be adequate or if a new service line will be required for installation of a required minimum 50Amp minimum service.
a. Connection of a new service line or sub panel to the existing electrical service panel within the shop building or other nearby adequate source.
2. Furnish and install an electrical service panel inside the Quonset building in the southeast corner. Panel should be capable of supporting two light circuits, one interior and one exterior, and two outlet circuits at a minimum.
3. Furnish and install two exterior photocell commercial grade security lights at each end of the Quonset building on the outside. Minimum height is 10 feet. Center of building ends.
4. Install two outlet circuits inside of the Quonset building. One along each side containing 3 outlets for each circuit. Outlets must be mounted at a height between 4-5 feet from the concrete slab.

1.2 REQUIREMENTS
A. All work shall conform to the technical requirements of the State of MN electrical code and the National Electrical Code (NEC).
B. The contractor shall coordinate with the Public Utility (PU) provider as needed to make the necessary connections for the new service to the Quonset building.
C. The layout drawing is schematic in nature and not intended to show exact routing, or all equipment, devices, connections, and materials that are required. The Contractor is required to provide all additional equipment, materials and labor necessary to complete the electrical service and make it fully operational in accordance with the Contract and NEC latest edition.
D. All electrical work shall be performed by individuals who are currently licensed by the State of MN to perform such work.

E. All electrical work shall be inspected by designated State of Minnesota Electrical Inspector.
The Electrical Contractor shall pay all fees associated with this inspection, with the costs considered incidental to other electrical work items. The Government cannot make payment to the State, or separate payment to the Contractor, for inspection costs.
F. All construction debris shall become the property of the Contractor and shall be removed from the site. The Contractor may not use the Forest Service dumpsters for any construction debris.
G. The contractor shall verify all quantities, measurements, and existing conditions prior to bidding.
1.3 QUALITY ASSURANCE
A. Codes and Standards: All materials shall conform to the applicable current standards (standard rules, regulations and specifications), Institute of Electrical and Electronic Engineers (IEEE), Insulated Power Cable Engineers Association (IPCEA), NFPA-70 National Electric Code (NEC). Where conflicts exist between any of the above standards, the standard which is most stringent shall take precedence.
B. Resolve all conflicts with applicable regulations. Prepare and submit to the CO all additional clarifying details including substitute methods and materials as needed to secure the required approval and resolve conflicts.
C. All materials shall bear the label of, or be listed by, the Underwriter's Laboratory, Inc., (U.L.).
D. Errors and Omissions: Any errors found in plans or specifications shall be brought to the attention of the COR. Contractor is responsible for execution all work to meet applicable codes.
Discovery of errors does not relieve contractor from responsibility to perform all work to meet standards and codes.
1.4 SUBMITTALS
A. Where an “equal” product is proposed, a side-by-side comparison (data table) with the specified product is required.
B. All submittals shall be reviewed for contract compliance by the Contractor’s person responsible for quality control (QC) prior to submission to the Government. The QC Person shall only forward submittals meeting contract requirements to the COR for review and approval.
Submittals which lack the QC person’s approval and signature will be rejected and returned without review. Payment will not be made for purchased and/or installed materials and equipment prior to the corresponding submittals being approved.
C. Make complete submittals of all equipment within 30 calendar days of notice to proceed.
1.5 DELIVERY AND STORAGE OF MATERIALS AND EQUIPMENT

A. Deliver and store materials in original containers, protected from the elements and theft, and accessible for inspection.
B. Store items subject to moisture damage in a dry, heated place.
C. Protect material against dirt, water, chemical or mechanical injury.
1.6 INSPECTIONS AND TESTS
A. Before the project final inspection, conduct tests in the presence of the COR to determine that a complete workable electrical system has been installed.
1.7 OPERATING DEMONSTRATION, INSTRUCTION & TRAINING
A. After completion and testing of the work, instruct the COR and select FS Staff in operation and maintenance of the electrical system..
PART 2 - PRODUCTS
2.1 PRODUCT REQUIREMENTS
A. All materials shall bear the label of, or be listed by, the Underwriter's Laboratory, Inc., (U.L.).
B. All electrical components shall conform to the requirements of the NEC for size, type, capacity, outer covering/enclosure, etc.
C. Provide all material/equipment of the same type from one common manufacturer for all instances used on the project. Example: Do not supply panelboards from multiple different manufacturers.
D. Contractor shall submit all product information to the COR for review and approval prior to use of the products in the work.
2.2 CONDUIT
A. Non-metallic conduit and fittings shall be electrical grade, UL Listed, Schedule 40 (or equivalent SDR for size used)
1. PVC conduit
a. Conform to applicable sections of NEMA TC2-latest edition and UL 651.
b. Shall have the proper NEMA and UL markings
c. Gray in color
2. HDPE conduit
a. Conform to applicable sections of NEMA TC7-latest edition and UL 651.
b. HDPE conduit not having the proper NEMA and UL markings will not be accepted.
c. Red or Gray in color

B. Metallic: galvanized steel; type and schedule as required by NEC and use conditions.
C. Size conduit for the actual conductors used as required by the NEC.
2.3 UNDERGROUND WARNING TAPE
A. Metal detectable polyester underground tape, minimum of 2 inches wide by 5 mils thick, in color for the utility it is describing, with metallic core and continuously printed black-letter caption "CAUTION—(type of utility) BURIED BELOW."
2.4 DEVICES
A. Panelboards:
1. Commercial/Industrial grade (not “Residential”)
2. Sized and fabricated for the loads and circuits required.
3. Fully compatible and NEC compliant for the installation type and conductor type(s) used.
a. NEMA Rated for the installation conditions
b. Lugs/connections suitable for conductors used
B. Circuit Protection Devices:
1. As required by NEC
2. Manual resettable circuit breakers
C. EXTERIOR AREA LIGHTS
1. 120V-277V; 150W LED; photocell; commercial grade, 2500 lumens minimum; fixture color: white or black.
D. RECEPTACLES
1. 20A minimum or as required by NEC
2. Provide ground fault protection as required by NEC.
a. May provide GFCI circuit breaker or individual GFCI type receptacles where ground fault protection is required. (As allowed by NEC).
b. Where a GFCI circuit breaker is provided, a neat and durable label showing the GFCI circuit breaker number shall be visible on the receptacle.
c. Where a GFCI circuit breaker is not provided, each receptacle shall be GFCI type where required; Receptacles shall not rely on an upstream receptacle for GFCI protection.
2.5 MISCELLANEOUS HARDWARE
A. Miscellaneous Exposed Material: Cold-formed steel, with corrosion-resistant coating acceptable to authorities having jurisdiction.
B. Miscellaneous Metal Items for Use Outdoors or in Damp Locations: Hot-dip galvanized steel.

3.1 GENERAL
A. Follow manufacturer's directions in delivery, storage, protection and installation of equipment and materials. Obtain submittal approval prior to installation of materials or equipment.
B. Notify COR of any conflicts between manufacturer's instructions and contract documents prior to installation.
