SUBJECT: RFQ 12445526Q0134 Questions & Answers

1. Question: “Standard Form 1442 Item 12 requires performance and payment bonds, while FAR 52.228-13 provides alternative payment protection and FAR 52.228-15 is not checked. For an award expected between $35,000 and $100,000, please confirm the required payment security and whether a performance bond is required.”

Answer: “Vendors are advised to review the Solicitation and any incorporated clauses and provisions carefully, for dollar value-dependent bonding requirements. All applicable information is included in the solicitation, either in full text or by reference.”

2. Question: “Please confirm that the requirement to begin within seven calendar days and complete within 30 calendar days after Notice to Proceed controls over the estimated September 28, 2026 through June 1, 2027 dates shown in the solicitation.”

Answer: “The estimated Period of Performance dates provided in the Solicitation represent the estimated performance window for the project and may vary slightly, depending on the actual award date. The Notice to Proceed will be issued within the awarded Period of Performance start and end dates. As stated in the Solicitation, the project must be completed within 30 calendar days after the awardee’s receipt of the Notice to Proceed.”

3. Question: “Please provide the expected Government submittal review period and confirm whether equipment submittals must be approved before field installation so the contractor can complete all work within 30 calendar days.”

Answer: “The Government team will review submittals as expeditiously as practicable, with an intent to complete reviews within 72 hours of receipt. Review lead times may vary. The awardee will not be held liable for unreasonable delays in Government review lead times, subject to the Contracting Officer’s discretion.”

4. Question: “Please provide the main shop source voltage, phase, available capacity, panel manufacturer and model, and known spare breaker positions, or confirm these conditions must be determined during the site visit.”

Answer: “Per the Solicitation, offerors or quoters are urged and expected to inspect the site where the work will be performed. Site familiarity is the responsibility of the quoter. An opportunity to attend a formal site visit was provided in this Solicitation.”

5. Question: “Please confirm whether Contract Line Item Number 0001 must include a new approximately 325-foot underground feeder, or whether reuse of an existing line is permitted if the contractor determines it is adequate.”

Answer: “There is no existing line to the Quonset, a new 325ft underground feeder is required.”

6. Question: “Please identify the required surface-restoration standard for the underground route, including treatment of lawn, gravel, pavement, or other disturbed areas.”

Answer: “Surface area should be returned to the natural state prior to construction. Trench may cross both gravel parking and seeded lawn areas.”

7. Question: “Please identify any required outage window, advance-notice period, or operational restriction for connection to the main shop electrical source”

Answer: “The awardee must provide 24-hours advanced notice prior to outage.”

8. Question: “May the Government Team clarify the exterior lighting on the North and South side of the building?”

Answer: “1 exterior light on the North and South side of the building, not 2 exterior lights on each side of the building that was is stated in the original SOW. Reference SOW Revision 1, incorporated into the RFQ via Amendment 0001.”

9. Question: “May the Government Team clarify the wattage needed for interior ceiling lights?”

Answer: “Wattage needed for interior ceiling lights should be a minimum of 140w.”
