About this file

This is a Performance Work Statement for a Firm-Fixed Price Requirements Contract for propane tank rental, refueling, and heater maintenance services for five remote public use cabins in the Juneau Ranger District. The contract period of performance consists of a 12-month base plus four 12-month options, with a potential additional six-month extension. The contractor must provide annual rental of six 500-gallon propane tanks (one tank each at John Muir, Peterson Lake, Windfall Lake, and Eagle Glacier cabins; two tanks at Dan Moller cabin), maintenance services on five propane heaters, and refueling on an as-needed basis. An annual estimate of 2,200 gallons of propane will be required. All five cabins are inaccessible by road and require helicopter transport for propane delivery.

The contractor is responsible for scheduling and paying all aircraft costs, providing qualified propane personnel to conduct refilling and maintenance, and completing refueling and heater servicing within seven weather-permitting business days of the Contracting Officer's Representative's request. Key deliverables include providing functional tanks at the start of the period of performance, ensuring all cabin heaters are serviced and fully operational upon request, and filling tanks to capacity within the specified timeframe. Performance standards require rework within 48 hours if tasks are not completed to the Contracting Officer's Representative's acceptance. The contractor must furnish all labor, materials, equipment, tools, transportation, and supplies necessary for contract performance.

General Information

1.0 Background and Purpose

The Government intends to award a Firm-Fixed Price Requirements Contract for propane tank rental, propane refueling, and heater maintenance services for five (5) remote public use cabins located in the Juneau Ranger District. The service period of performance will be a 12-month base plus four 12-month options, unless clause 52.217-8 Option to Extend Service requires an additional six months of services.

The US Forest Service, Juneau Ranger District, maintains five public use cabins heated by propane: John Muir, Windfall Lake, Peterson Lake, Eagle Glacier and Dan Moller.

• Tank Rental: At this time, the US Forest Service does not own these tanks; therefore, this solicitation seeks rental for six (6) 500-gallon tanks for the duration of the contracts period of performance.

• Repair and Maintenance: Each of the five (5) cabins uses one standard wall mounted propane stove as the primary heat source. These stoves require annual repair and maintenance by qualified propane maintenance service providers.

• Refueling: In a typical calendar year, each cabin requires refueling of one 500-gallon propane tank except for two 500-gallon propane tanks at the Dan Moller cabin. All five cabins are inaccessible by road and require helicopters to lift and transport propane.

This contract will cover the refueling, rental and annual service required for maintaining Juneau Ranger District’s cabins. Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies.
