About this file

This is a Program Digital Engineering Requirements specification document issued by the California High-Speed Rail Authority (Authority) for IFB No. HSR25-12, the Fresno Station Early Works construction project. The specification establishes mandatory digital engineering standards and deliverables that contractors must implement throughout design, construction, testing, commissioning, and handover phases. The requirements encompass Building Information Modeling (BIM), Computer-Aided Design and Drafting (CADD), Plan Preparation (PP), Geographic Information Systems (GIS), Asset Information Standards (AIS), Model-Based Systems Engineering (MBSE), and comprehensive data management protocols. The Fresno Station Early Works project involves accessibility improvements, hazardous materials abatement, seismic retrofit of the historic Fresno Southern Pacific Railroad Depot, plaza development, utility upgrades and relocations, demolition, multimodal parking, and EV charging infrastructure. The procurement timeline specifies an in-person pre-bid conference and job walk on December 18, 2025, with bids due February 9, 2026, at noon Pacific time and bid opening at 2 p.m. the same day. The contract is estimated at $50 million with a performance period of 505 working days, with notice of proposed award targeted for February 27, 2026, and contract execution and notice to proceed in March 2026.

The specification mandates that all contractors establish a Common Data Environment (CDE) compliant with ISO 19650 standards and implement comprehensive BIM governance with appointed BIM Managers and discipline leads responsible for model creation and data quality. Contractors must submit native file formats (DGN, RVT, DWG) and open exchange formats (IFC Version 4.3), maintain federated models at 30%, 60%, 90%, Ready for Construction, and As-Built milestones, and perform clash detection at each stage. All deliverables require complete metadata, configuration control, version management, and compliance with Authority-approved CADD standards using Bentley software (MicroStation/ProjectWise) or approved Autodesk platforms. Asset information must be captured and delivered in compliance with the Authority's Asset Information Standard (GUIDE-0007) and integrated into the Authority's Enterprise Asset Management system, with all GIS data organized in ESRI file geodatabases following specified naming conventions and schema requirements. The specification emphasizes information security per ISO/IEC 27001-27002 standards, data quality management across completeness, accuracy, consistency, integrity, timeliness, and uniqueness dimensions, and automated data management processes through Authority-designated systems; manual data entry and spreadsheet-based tracking are prohibited except with written Authority approval. All project data, models, and digital assets become the sole property of the Authority, and contractors must submit self-certification statements confirming QA/QC compliance and fitness for purpose with each submission milestone.

1 SCOPE OF THE DOCUMENT

1.1 Scope Description

1.1.1 The scope of this Standard Specification is to define the California High-Speed

Rail Authority’s Program Digital Engineering Requirements for Contractor(s) (Contractor), including Building Information Modelling (BIM), Computer Aided Design and Drawing (CADD), Plan Preparation (PP), Geographic Information System (GIS), Asset Information Standard (AIS), Model Based System Engineering (MBSE) and Data Management.

1.1.2 These requirements shall be implemented and managed in conjunction with the Contract Technical Requirements – Scope of Work document.

1.1.3 The requirements are formulated using the following words and their meanings:

“Shall”: Indicates mandatory requirement that must be strictly implemented. Any impossibility to fulfil this requirement must be agreed through a derogation case (see change management procedure).

“Must”: Indicates an obligation or a mandatory requirement.

“Should”: Indicates preferred course of action, recommendations. No agreement of derogation is necessary, there may exist valid reasons in particular circumstances to ignore a particular item, but the full implications must be understood and carefully weighed before choosing a different course - for example the same goal is reached by other solutions, which are permissible within the binding standards or documents.

“May”: Indicates a permissible course of action within the limits of the standards, but which is not mandatory to be fulfilled.

The Schedules define the technical scope of the Work for the Project. The requirements set out in these Schedules are mandatory. The Contractor is obliged to comply with these requirements, subject to any waivers and variations from specific requirements that the Authority may grant in its sole discretion, or for which the Contractor may apply through the Design Variation Request (DVR) process.
