4. POLYCHLORINATED BIPHENYL (PCB)
Background Information
a. Polychlorinated Biphenyls (PCB) are a group of man-made organic chemicals consisting of carbon, hydrogen, and chlorine atoms. PCBs have no known taste or smell, and range in consistency from an oil to a waxy solid. PCBs were commercially manufactured from 1929 until manufacturing was banned in 1979 by the Toxic Substance Control Act (TSCA). EPA’s regulations implementing TSCA for PCBs allow some inadvertent generation of PCBs to occur in excluded manufacturing processes, as defined in 40 CFR 761.3. They have a range of toxicity and vary in consistency from thin, light-colored liquids to yellow or black waxy solids. Due to their non-flammability, chemical stability, high boiling point and electrical insulating properties, PCBs were used in hundreds of industrial and commercial applications such as: 1) electrical, heat transfer, and hydraulic equipment 2) plasticizers in paints, plastics, and rubber products 3) pigments, dyes and carbonless copy paper 4) other industrial applications. PCB Products consisted of: 1) transformers and capacitors 2) electrical equipment, switches, bushings, electromagnetics, capacitors 3) motor and hydraulic oils 4) fluorescent light ballasts
5) Cable insulation 6) Thermal insulation including fiberglass, felt, foam- and cork
7) adhesives and tapes 8) oil-based paint 9) caulking 10) plastics 11) floor finish.
b. PCBs can still be released into the environment by 1) poorly maintaining or illegally dumping of hazardous waste that contain PCBs 2) Leaks or releases from electrical transformers containing PCBs 3) Burning some wastes in municipal and industrial incinerators.
c. PCBs are one of the most widely studied environmental contaminants. PCBs do not readily break down once in the environment. They can remain for long periods cycling through air, water, and soil.
d. PCBs have been proven to cause a variety of adverse health effects such as cancer, issues regarding the immune system, reproductive system, nervous system, endocrine system to name a few.
e. JBMDL has about 700 buildings and about 500 structures that pre-date the 1990s era in which case could contain PCB materials. JBMDL maintains PCB-related
CONCRETE AND PAVING
records (building surveys, removal documentation, etc.), although there are fewer PCB records than asbestos and lead.
5. CONTRACTOR REQUIREMENTS
JBMDL will provide the Contractor with appropriate known PCB records and documentation for buildings and structures corresponding to their project within their scope of work. The Contractor is advised that PCB may be encountered in area(s) where contract work is to be performed.
The Contractor is responsible for strictly adhering to all applicable federal, state, and local laws, regulations, and requirements. Current (may not include all) federal, state, and local laws and regulations (subject to change) are outlined below starting with section 6.3.
