About this file

This document is a Questions and Answers (Q&A) addendum for Request for Quote (RFQ) BZ-2025-06 for GRETA Shipping Insurance. The solicitation involves transporting the Gamma Ray Energy Tracking Array (GRETA) instrument from Lawrence Berkeley National Laboratory (LBNL) to the Facility for Rare Isotope Beams at Michigan State University (MSU). The shipment will involve six trucks carrying different components with a total insured value ranging from $3.2M to $5.4M per truck. The transport is expected to take approximately 4 days, with trucks using interstate routes and operating under continuous attendance by personnel from LBNL and FRIB.

Key details include a submission deadline extended to March 14, insurance quote validity period adjusted to 60 days, and anticipated use of FedEx Custom Critical white glove service with pre-negotiated Department of Energy ATLAS rates. The shipment specifications indicate the equipment will be loaded into semi-trailers, with no overnight stops except for essential purposes like refueling. The Department of Energy has authorized this insurance acquisition to mitigate potential transportation risks, with the move anticipated for late July to August 2025.

RFP BZ-2025-06 Q&A v2 1

March 10, 2025 RFQ BZ-2025-06: GRETA Shipping Insurance

Questions and Answers v2

Q1: If a single truck shipment is lost, would the entire GRETA system need to be replaced, or only the components within that specific truck?

A1: Only the components of the specific truck.

Q2: What is the Total Insured Value (TIV) per truck at maximum capacity? Should we provide quotes based on 4 or 6 trucks?

A2: There will be six trucks. The RFQ has been amended to reflect this. We anticipate the following breakdown of costs per truck:

• Truck 1 – 1 hemisphere (item 1), 2 PLC cabinets (item 4) - $3.2m

• Truck 2 – 1 hemisphere (item 1), 1 PLC cabinets (item 4), UPS cabinet - $3.4m

• Truck 3 – 50% of electronics racks (item 2), liquid nitrogen tanks and valve boxes

(item 6, 7), chillers (item 8), packing crates (item 9) - $3.3m

• Truck 4 – 50% of electronics racks (item 2), computing racks (item 3) $5.4m

• Truck 5 – 3 Quad Detector Modules $3.6m

• Truck 6 – 4 Quad Detector Modules $4.8m

Q3: Will the shipment be a continuous, non-stop trip, or are overnight stops expected? The

RFQ states "no intermediary stops"—does this mean no overnight stops at all, or only essential stops such as for fuel?

A3: We intended that stops will include fuel and overnight. The trucks will be dedicated to the GRETA shipment and once closed at LBNL will not be opened until they arrive at MSU.

RFP BZ-2025-06 Q&A v2 2

Q4: Can you confirm that the shipment will be attended at all times (i.e., there will never be a period where the trucks are left unattended)?

A4: Yes, this is our intention.

Q5: Is it possible to arrange an opportunity to see the equipment that needs to be transported?

A5: Yes. Please see the RFQ Document v2 for the date, time, and instructions for the site visit.

Q6: Can you please extend the submission deadline?

A6: Yes, the deadline has been extended until March 14.

Q7: The RFQ states that quotes must be valid for 120 days, but insurance quotes are typically valid for 60 days. Is this requirement flexible, or is the 120-day validity period mandatory?

A7: 60 days will be fine. The RFQ has been amended to reflect this.

Q8: In the RFQ it is stated that the transportation carrier is yet to be determined. Is this still the case? Insurance carriers are typically given these details prior to quoting, as it impacts underwriting.

A8: No procurement award has been made for the shipping, so we cannot state this with

100% certainty, but for previous moves of the equipment we have used FedEx Custom Critical white glove service, leveraging the pre-negotiated Department of Energy ATLAS rates. We anticipate and would prefer to do so again.

RFP BZ-2025-06 Q&A v2 3

V2 Questions:

Q9: Can pictures of the equipment to be transported be shared for the quote?

A9: Yes, we are attaching a PowerPoint file with current photos.

Q10: Approximately how many days of coverage is needed for this move?

A10: For the duration of the transport (estimated at 4 days).

Q11: Do you have the route from California to Michigan?

A11: Not in detail. We will be relying on the transport company for this, but we expect a direct route along interstates (e.g. I-80 or I-40, both are comparable distances).

Q12: Who is moving the equipment in/out of buildings and trucks? The shipping company? Or government personnel?

A12: LBNL and FRIB personnel.

Q13: Will the equipment be on a flatbed? Containerized? Or Integrated Trailer (i.e., the unit is permanently mounted to a trailer and pulled by its own wheels)?

A13: It will be loaded into semi-trailers.

Q14: Are the Item(s) Oversized/Overweight?

A14: No.

RFP BZ-2025-06 Q&A v2 4

Q15: Will there be Pilot Car(s) during the conveyance?

A15: No.
