About this file

This is a Buyer Notice issued by the Massachusetts Office of State Procurement (OSD) regarding the transition from Statewide Contract VEH109 to VEH120 for Tires, Tubes and Services. The document is applicable to executive agencies and other eligible users of OSD's Statewide Contracts, with involvement from four tire vendors: Goodyear, Bridgestone/Firestone, Michelin, and Continental.

As of October 9, 2024, the new Statewide Contract VEH120 is replacing the expired VEH109 contract. Two vendors (Goodyear and Bridgestone/Firestone) have fully executed their contracts, while Michelin is still submitting documents and Continental is finalizing negotiated terms. The OSD advises all potential buyers to verify vendor contract status in MMARS and COMMBUYS before making purchases, emphasizing the importance of using only active contracts and paying close attention to contract expiration dates, which can be found on the Contract User Guides.

All executive agencies and other eligible users of OSD’s Statewide Contracts should be aware that Statewide Contract VEH109 for Tires, Tubes and Services expired on June 30, 2024. It is being replaced by new Statewide Contract, VEH120 for Tires, Tubes and Services. OSD’s Strategic Sourcing Unit is awaiting contract documents to be returned by the awarded vendors for execution.

Agency buyers are cautioned to check MMARS before making any purchases from VEH120 to ensure the chosen vendor has an active contract. Buyers from other eligible entities should check the Master Blanket Purchase Order (MBPO) in COMMBUYS prior to purchasing from VEH120.

As of October 9, 2024, the status of the awarded vendors is as follows:

Contract has been executed for:

· Goodyear

· Bridgestone/Firestone

OSD is awaiting documents from:

· Michelin

Negotiated terms are being finalized:

· Continental

All vendors will be activated as soon as their contracts have been executed; please monitor COMMBUYS and MMARS for contract updates.

OSD reminds all buyers that purchases from Statewide Contracts should be conducted through vendor contracts that are active in MMARS and/or COMMBUYS. OSD also reminds buyers to pay close attention to the expiration dates of the Statewide Contracts being used. The expiration dates may be found on the first page of the Contract User Guides (https://www.mass.gov/service-details/find-a-statewide-contract-user-guide). If you are working with a particular vendor that has been awarded a contract, please take the time to ensure the new contract has been entered into MMARS or is active in COMMBUYS.
