About this file

This is a Federal Acquisition Regulation (FAR) provision template for the Buy American Certificate (October 2022 version), prescribed under FAR 25.1101(a)(2).

The provision requires offerors to certify that all end products are domestic end products, except those explicitly listed as foreign end products. Offerors must identify any end products manufactured in the United States that do not qualify as domestic products, and for non-iron/steel foreign end products (excluding COTS items), must indicate whether they exceed 55 percent domestic content. Additionally, offerors must separately list line item numbers of domestic end products containing critical components as defined in FAR 25.105. The provision includes a table for offerors to document foreign end products with their country of origin and domestic content percentages, and a separate section for identifying domestic end products with critical components. The Government will evaluate offers according to FAR Part 25 policies and procedures. This is a template document containing no specific contract details, solicitation dates, agency information, or product/service requirements.
