1. Contract.
a. Term. This Contract shall become effective on the date this Contract has been fully executed by every party and, when required, approved by the Department of Justice. Unless extended or terminated earlier in accordance with its terms, this Contract shall terminate when Agency accepts Contractor's completed performance or on December 10, 2024, whichever date occurs last. The results of the survey will be incorporated into a report completed by the Forest Service. The deliverables for this contract include a letter report summarizing pre-field research, field methods, and the results of the inventory;
and site and isolated find forms, and associated Geographic Information System (GIS) data. Survey methods and site and isolated find documentation must meet Oregon State Historic Preservation Office (SHPO) standards, available at:
FieldGuidelines.pdf (Oregon.gov) and Reporting_Guidelines.pdf (Oregon.gov).
Work must be completed by archaeologists meeting the Secretary of Interior’s Professional Qualification Standards, available at: https://www.nps.gov/articles/sec-standards-prof-quals.htm. Please include the curriculum vitae for the Principal Investigator and all crew members in the Quote.
SPECIFICATIONS
I. PRE-FIELD WORK
• The Contractor must complete pre-field research that includes historical background research, a search of GLO records, historic maps, and Lidar, and a review of the Oregon Archaeological Remote Records database maintained by the Oregon SHPO. The Forest Service will provide Lidar imagery of the survey area, digital copies of reports and site forms on file at the district office, and GIS data for the required survey area, including the location of previously recorded sites and surveys. Forest Service site and survey information must be compared with data available through the Oregon Archaeological Remote Records database.
II. CULTURAL RESOURCE FIELD METHODS
Contractor shall perform cultural resource field methods as follows:
• Survey transects must be spaced at intervals ≤20 meters. A total of 714 acres require cultural resource inventory.
• An Archaeological Site is defined as 2 or more artifacts greater than 50 years of age likely to have been generated by patterned cultural activity within a surface area reasonable to that activity or the presence of any archaeological feature, with or without associated artifacts. An Isolated Find is defined as any precontact or historic artifact occurrence 50 years of age or more that does not qualify for a site designation. Contractor shall document all archaeological sites and isolated finds on forms provided by the Forest Service.
• Infrastructure and/or potential cultural resources identified during pre-field research must be investigated and recorded as appropriate.
• All newly discovered sites containing a feature(s) and/or 10 or more artifacts will be documented using the Forest Service National Site form (a blank Forest Service site form is provided in Attachment 1). All portions of the site form must be completed and must also include:
o A Cultural Resource Description including:
• Introduction paragraph with general site type, landscape description (topography, vegetation, soil), ground surface visibility, site size, total artifact count.
• Site Content Details with assemblage details, average artifact density, and features (if present).
• A summary containing the overview of timeframe and site function for the site.
https://www.oregon.gov/oprd/OH/Documents/FieldGuidelines.pdf https://www.oregon.gov/oprd/OH/Documents/Reporting_Guidelines.pdf https://www.nps.gov/articles/sec-standards-prof-quals.htm o Site overview photographs and photographs that demonstrate the artifact assemblage.
Photographs are required of all features, artifact concentrations, pre-contact tools, and notable historic items. Detailed photographs must include a scale. Aspect must be noted.
o Location map at 1:24,000 scale.
o The sketch map must include a scale, north arrow, legend, site boundary, artifact concentrations, features, all pre-contact tools, notable historic artifacts, and topographic features. A mapping datum or reference point with UTMs must also be included on the sketch map.
o A recommendation of NRHP eligibility with an evaluation under all four eligibility criteria and seven aspects of integrity or an explanation why an assessment cannot be made (for example, a pre-contact site may need to be tested for subsurface cultural deposits but testing is not authorized, therefore the site cannot be evaluated under Criterion D). Eligibility recommendations for historic sites are expected.
o Document must be in Microsoft Word format.
• All newly discovered sites containing 2 to 9 artifacts and no features will be documented using the
Deschutes National Forest Limited Complexity Cultural Resource Form (a blank form is provided in Attachment 1). An overview photograph, detailed photographs (as needed), a location map at 1:24,000 scale, and a NRHP eligibility recommendation (including an evaluation under all four criteria and the seven aspects of integrity) is required. Document must be in Microsoft Word format.
• Isolated finds must be documented on an Deschutes NF Cultural Resource Isolate Form (a blank Isolated
Find form is provided in Attachment 1). An overview photograph, detailed photographs (as needed), a location map at 1:24,000 scale, and a NRHP eligibility recommendation (including an evaluation under all four criteria and the seven aspects of integrity) are required. Document must be in Microsoft Word format.
• The Forest Service will issue the Contractor a block of cultural resource numbers for newly identified sites and isolated finds. These numbers must be used on the final versions of all documentation submitted to the Forest Service.
• Location data must be collected using a GPS with an accuracy of less than 5-meters. Please specify the type of GPS unit that will be used for data collection. The Contractor must submit GIS data (geodatabase preferred) for newly recorded sites, isolated finds, and the boundary of survey areas. Site and survey boundaries must be polygons; isolated finds may be point data.
III. POST-FIELD WORK/REPORTING
Contractor shall provide Post-Field Work and Reporting as follows:
• Within 10 days of survey completion, the contractor must submit a summary of the field work to the Heritage Program Manager and Sisters District Archaeologist. The fieldwork summary must include:
o A description of the landscape condition and any issues that may have affected cultural resource identification o If any required survey areas were not inventoried, include an explanation why and a map showing the non-surveyed areas o The number and type of sites documented o The initial field assessment of their eligibility
• The Letter Report must include the following:
o The results of the pre-field research o Description of field methods including dates of survey, number of surveyors, and description of transect spacing. Please indicate if any potential cultural resources identified during pre-field research were encountered. If any required survey areas were not inventoried, please provide a justification. Also include a discussion of ground surface visibility throughout the project area and any issues that may have affected cultural resource identification.
o The results of the inventory may be provided in a table format. The table must include the Forest Service Site Number, the Smithsonian Number (if available for previously recorded resource(s)), the type of resource (Site/Isolated Find), a brief description (such as precontact lithic scatter with tools or historic logging railroad grade), and the NRHP eligibility recommendation. No further information on sites or isolated finds is required in the letter report.
o Overview photographs of the project area that show variations in the landscape; include a minimum of two photographs.
o Survey maps and site/isolated find location maps must be included with the letter report. Maps at 1:24,000 scale are required. Additional maps at a different scale may be needed to convey survey areas and cultural resource locations. Any areas that required survey under this contract that were not surveyed must be clearly indicated on the maps.
IV. DELIVERABLES
• Contractor must provide the Heritage Program Manager and Sisters District Archaeologist the opportunity to review and comment on the draft letter report, site forms, isolated find forms, and GIS data prior to finalization. The draft submittal is due November 12, 2024. The Forest Service will provide feedback within 2-weeks of draft submittal. Contractor shall incorporate changes and edits requested by the Forest Service into the final letter report and site/isolated forms.
• The Contractor must submit one digital copy of the final letter report, site forms, isolated find forms, and shapefiles or geodatabase for sites, isolated finds, and survey area. Contractor shall submit digital copies of all photographs, photo logs, and field notes. The final letter report and all required documents/data are due December 10, 2024.
