About this file
This document is a Q&A clarification response from the Portland Water Bureau regarding the Bull Run Dam 1 and 2 FERC Part 12D Study Request for Proposal. The project requires comprehensive assessments of two dam developments, including Potential Failure Mode Assessment (PFMA) and Level 2 Risk Assessment (L2RA) workshops, which will be conducted in hybrid format with in-person attendance expected for key personnel. Deliverables include a memorandum on the Development No. 2 Spillway Drainage System assessment detailing inspection procedures, design scope of work, and cost estimates for future infrastructure work. Additional concurrent tasks include Instrumentation Reviews and Plans, State of Technology and Inspection Data (STID) updates, and field inspections, with the STID development to be led collaboratively by the successful proposer and the Bureau. The project requires a multidisciplinary team of subject matter experts in mechanical, geotechnical, geological, structural, hydraulics/hydrology, and seismic engineering, along with a FERC-approved Independent Consultant serving as project manager, a facilitator, and a notetaker for the workshops.
Proposal submissions must not exceed twenty pages, though resumes, cover pages, and 11x17 inch figures, tables, and spreadsheets are exempt from the page limit. Proposers should provide certifications and credentials relevant to the work being performed, whether at the firm or individual level, and include only team members and disciplines applicable to this specific FERC Part 12D study rather than generic template roles such as quantum experts, delay experts, estimators, and forensic accountants. The pricing proposal may be submitted within the same response packet without requiring separate sealed submittal. While experience in alternative delivery and water infrastructure construction is requested, it is not mandatory but may be beneficial for future project phases. The pricing terms, contract award date, and specific contract duration are not addressed in this clarification document.

Questions #2:
1. [Question] For the Bull Run Dam # 2 Comprehensive Assessment PFMA and L2RA workshops, would the Bureau prefer to conduct the PFMA in-person and the L2RA remotely, or conduct both workshops 100% in-person?
[Response] Portland Water Bureau intends to hold both the PFMA and L2RA workshops in person. The expectation would be that key personnel would be present. However, the workshops will be hybrid (In-Person with a Remote option). It would be acceptable for personnel that will only participate for a short period (i.e. less than half a day) to remotely join.
2. [Question] Does the Development No. 2 Spillway Drainage System, Accessibility, and Infrastructure Needed Assessment require a deliverable/work product?
[Response] Yes, a memorandum summarizing the assessment which should include, but not be limited to, an analysis of how to inspect the drains, a scope of work for the design of infrastructure needs and an estimate of the cost of future design and construction.
3. [Question] Will the Instrumentation Reviews/Plans, the STID updates, and the Development No. 2 Spillway Drainage System, Accessibility, and Infrastructure Needed Assessment and field inspection occur after the Part 12D scopes are substantially complete (i.e., in 2027), or is the intent to perform these additional tasks concurrently with the Part 12D scopes (i.e., in 2026)?
[Response] The intent is that the work would occur concurrently.
4. [Question] In Section 8.3 Proposer Qualifications and Experience, resumes are required and this section counts toward the 20-page limit Will the Bureau exempt the resumes from the 20-page limit?
o This project for Bull Run Dams 1 and 2 requires subject matter experts (mechanical, geotechnical, geological, structural, hydraulics/hydrology, and seismic), along with a facilitator and a notetaker for the PFMA/L2RA workshops, and a FERC-approved Independent Consultant who will serve dually as the project manager. This results in a minimum of nine key personnel—before adding a project principal or independent technical reviewer. Even with concise two-page resumes, this would consume approximately 18 of the 20 total pages, leaving very limited space for the remaining required information of the proposal response.
[Response]Resumes are not part of the page count.
5. [Question] Will PWB permit the use of 11x17 pages for figures, tables, and spreadsheets?
[Response] Yes, the use of 11x17 pages for figures, tables and spreadsheets is acceptable.
6. [Question] In General Firm Information, the examples of “relevant certifications” seem to refer to individual certifications. Should proposers provide firm-level certifications (e.g., COBID; SBE) or individual team member certifications (e.g., LEED AP; PMP) in this section, or a list of both?
[Response] Please provide any certifications that are relevant to the work being performed.
7. [Question] Under Project Team Information, could you clarify how “credentials” diƯer from “certifications” or other professional designations? Any guidance on the type or level of information you expect here would be helpful.
[Response] Please provide any credentials, certifications, licenses that are relevant to the work being performed.
8. [Question] Do (front/back) cover pages and resumes count toward the 20-page limit?
[Response] Please note that cover letters are not required. Thus, it will not be reviewed, evaluated, or scored. The required information is adequate for the evaluators to make give make their decisions. Resumes are not part of the 20 page limit.
9. [Question] Should “project team” information be included under the “Experience and
Qualifications” section or in its own section? The proposal checklist in section 8.1 lists Project Team as a separate component while section 8.3 asks for project team information under the Qualifications and Experience section.
[Response] Project team is a subsection in the Experience and Qualifications section.
10. [Question] Should the pricing proposal be in a separate sealed submittal?
[Response] The pricing does not need to be separate from the response packet.
11. [Question] The RFP requests credentials of quantum and delay experts, estimators, and forensic accountants. Are these roles required for our project team on this project?
[Response] No, they are listed as examples from a generic template. Provide only the relevant roles/team members as they pertain to this RFP.
12. [Question] The RFP requests experience in alternative delivery and water infrastructure construction. Are those disciplines required on this project?
[Response] While the requested experience may not be directly related to the FERC Part 12D Studies, there may be future written plans or project scopes that are developed that would benefit from the requested experience.
13. [Question] How much of the STID development does PWB want to do in-house?
Development 1 is listed as collaboratively done/led by PWB, but Development 2 looks like it might be contractor-led. Is that correct?
[Response] Assume that the STID development will be collaborative for both Developments with the successful Proposer leading the eƯort.
