About this file
This file is a questions-and-answers document related to the Bull Run Dam 1 and 2 FERC Part 12D Study contract opportunity in Oregon. The scope of work involves independent engineering inspections and assessments of two dam developments, including periodic inspections, comprehensive assessments, and the development of dam safety instrumentation and surveillance plans. For Development 1, the work focuses on reviewing drain operations, threshold and action levels, and their relationship to spillway and reservoir operations. For Development 2, the scope includes reviewing piezometers, weirs, manholes, and relief wells, establishing threshold and action levels, and analyzing water volume through underdrain systems. Additional requirements include conducting a seismic assessment of Dam 2 with mitigation recommendations, performing a Level 2 Risk Assessment, and determining necessary infrastructure for accessing and inspecting all drains in the system. The proposal must not exceed 20 pages and must follow the RFP Section 8 Proposal Checklist format, with evaluated sections including Experience and Qualifications, Project Approach, Project Team, Equal Employment Opportunity provisions, Community Involvement, and Sustainable Business Practices.
Professional licensure and experience requirements mandate that the Independent Consultant who signs and seals the report must be licensed in Oregon, while other Independent Consultant Team Members must meet the requirements of 18 CFR 12.31. The State Tailings Inspection Database documents are scheduled to be updated to conform with the latest FERC Guidelines (Chapter 15, dated December 16, 2021) for both the Comprehensive Assessment and Periodic Inspection. A separate contract is developing a Probable Maximum Flood study to be completed by April 1, 2026, which will be provided to the selected proposer for use in the Level 2 Risk Assessment. Cover letters and tables of contents will not be included in the page count evaluation, but all other required proposal sections will be scored and evaluated.

Bull Run Dam 1 and 2 FERC Part 12D Study
Questions:
1. [Question] Our understanding is that the FERC requires the IC Team to perform an independent review and evaluation of the instrumentation data and surveillance report as part of the PI and CA. Please clarify how the items listed under Task 3, Item A and Task 5, Item A are diƯerent than what is required under Task 2, Item H and Task 4, Item F.
[Response] Task 2, Item H and Task 4, Item F are taken directly from FERC Guidelines listed under sections 16-2.6.1 Periodic Inspection and 16-2.6.2 Comprehensive Assessment, respectively.
Task 3, Item A and Task 5, Item A are more specific to Dam Developments 1 and 2 and provide more detail to work required. It is acknowledged that there is overlap on these tasks.
[Question] Also, please provide clarification on the scope requirements of the Draft and Final Dam Safety Instrumentation Plan. Should this be considered equivalent to a review and update on the Dam Safety Surveillance and Monitoring Plan?
[Response] No, the Dam Safety Surveillance and Monitoring Plan (DSSMP) is a review of the Plan, not a full review of the instruments in the plan.
For Development 1, the Dam Safety Instrumentation Plan scope includes review of operation of the drains at Dam 1, i.e. operation history, threshold and action levels, how/if they relate to operation of the spillway and reservoir levels, etc.
For Development 2, The Dam Safety Instrumentation Plan scope includes a review of the piezometers, weirs, manholes and relief wells. This would include but not be limited to the following. For the piezometers, reviewing threshold, action levels and re-establishing where applicable. Reviewing the relationship between spillway/approach canal levels and piezometers in that area.
Considering a better approach to quantifying the volume of water through the underdrain system on the face of the dam.
2. [Question] Do the current STIDs for both projects conform in content and format to the latest FERC Guidelines (Chapter 15 STID and DPA) dated December 16, 2021?
[Response] The STID are scheduled to be in the updated format for the CA and
PI.
3. [Question] For the Development 2 Comprehensive Assessment, probabilistic seismic and flood hazard loadings as well as a consequence assessment will be required to perform the L2RA. Have these studies already been completed or are we to include them in our proposal?
[Response] The proposer will need to create a seismic assessment of Dam #2 with discussion and recommendations for mitigation. A Probable Maximum Flood is being developed in a separate contract and will be available to the winning proposer. This study will be completed by April 1, 2026. The study includes the assessment of Dam #1 and Dam #2.
4. [Question] Task 5, Item D – Please provide additional information as to the scope of this item. Is permanent non-technical access required or would permanent, fixed rope access points be an acceptable solution?
[Response] Either option could be acceptable with only a few points requiring rope access. However, most drains cannot be currently accessed by any means. The purpose of this of Task 5, Item D is to review the overall drainage system and determine what infrastructure is necessary to allow inspection of every drain in the system.
5. [Question] FERC Guidelines (Chapter 16 Part 12D Program) Section 16-3.1, Table 4 requires the IC who will sign and seal the report to be licensed in the state(s) which the project is located. The referenced section of the Guidelines does not require Professional Licensure and minimum experience for other IC Team Members. Under general requirements of this RFP, it’s stated that “Project Team members must be licensed professional engineers in the State of Oregon; must have 10 years of experience in dam design and construction and in the evaluation and assessment of the safety of dams. “ Please clarify IC Team Member, excluding the IC, licensure and minimum experience requirements.
[Response] IC Team Members should meet the requirements of 18 CFR 12.31.
6. Are we able to include a cover letter with our proposal. If so, will it be included in page count.
[Response] You can submit a cover, but it is not required. Thus, it will not be reviewed, evaluated, or scored. The required information is adequate for the evaluators to make give make their decisions.
7. Following the order as outlined in RFP Section 8: Proposal Checklist; and adhering to page count of no more than 20 pages, is it okay to provide all the information formatted in a separate document, and not in the provided forms? Would cover, cover letter, Table of Contents, and appendices be covered in page count?
[Partial] A diƯerent document may be used to provide this information.
However, because this information is required. Please be careful to include all of the requested information from the form as any missing required information will result in your proposal being deemed non-responsive. Please see below for the list of the sections that will be part of the page count:
Experience and Qualifications Project Approach Project Team Equal Employment Opportunity and Access in Subcontracting Equal Opportunity Employer and Community Involvement Sustainable Business Practices
