About this file
This is a Statement of Work (SOW) for flooring repairs at MCB Camp Lejeune.
The project involves mechanical scarification and surface texturing of concrete flooring in two identical buildings (RR531 and RR532) totaling 21,840 square feet. The contractor must furnish all labor, materials, supervision, specialized equipment, and dust control systems to scarify and clean the concrete surface to a final raw, non-skid finish. Work is divided into five phases: Phase 1 includes mobilization and site preparation with safety perimeters and visual inspection; Phase 2 involves primary mechanical scarification using walk-behind concrete scarifiers with tungsten carbide cutters to create a uniform Concrete Surface Profile (CSP) 4-5 texture at 1/8 inch depth; Phase 3 addresses edge and corner texturing within 1 inch of walls and obstructions using hand-held tools; Phase 4 requires HEPA-filtered dust extraction during and after work; Phase 5 includes cleanup and final inspection. Equipment specifications mandate multi-accessory drum walk-behind scarifiers, tungsten carbide star/flail cutters, and OSHA-compliant HEPA vacuums with minimum 300 CFM capacity. Quality assurance standards require uniform CSP 4-5 profile, high coefficient of friction under dry and wet conditions, and preservation of slab structural integrity without heavy spalling or deep cracking. Working hours are 0730 to 1800, Monday through Friday, with the schedule event-driven and subject to adjustment by mutual agreement. The primary point of contact is Joe Yager (910-440-0026) for building access. The contractor must submit manufacturer product specifications to the Contracting Officer and provide warranty per the attached Combined Division 01 Specifications. No hazardous materials or environmental requirements have been identified.

Title Building RR531-RR532 Flooring Repairs
Attachments Division 01 MACC Specifications
Reference Floor Plan of Buildings
Scope of Work
1. General Scope of Services The Contractor shall furnish all labor, materials, supervision, specialized equipment, and dust control systems required to scarify and clean the concrete surface to its final raw, non-skid finish. The work will take place in buildings RR531 and RR532 aboard MCB Camp Lejeune, Stone Bay.
The Contractor shall base their execution and pricing on the following verified quantities.
Both buildings are identical in footprint, totaling 21,840 SF of floor preparation.

Phase Description of Tasks
Phase 1:
Mobilization & Site Prep
• Establish safety perimeters, barricades, and dust-containment barriers. • Perform a visual inspection of the slab to mark expansion joints, drains, and any embedded metal (e.g., bolts, rebar) that could damage the scarifying drums.
Phase 2: Primary Mechanical Scarification
• Operate industrial, walk-behind concrete scarifiers fitted with tungsten carbide cutters.
• Scarify the smooth concrete surface uniformly to a depth of 1/8 inch to create a rugged, high-traction texture.
• Maintain a consistent travel speed to ensure straight, uniform micro-grooves and avoid gouging or over-milling the slab.
Phase 3: Edge & Corner Texturing
• Utilize hand-held vertical scarifiers, shroud-equipped grinders, or needle scalers to texture concrete within 1 inch of walls, columns, door thresholds, and obstructions, matching the profile of the main floor.
Phase 4: Debris & Dust Extraction
• Connect all scarifying units directly to continuous-duty, HEPA-filtered industrial vacuum systems to collect silica dust at the source.
• Execute a final double-pass HEPA vacuuming of the entire floor to completely remove all pulverized concrete dust, loose grit, and micro-aggregates from the newly created grooves.
Phase 5: Clean-up & Final Inspection
• Clean and demobilize equipment from the site.
• Conduct a final physical walkthrough with the project manager to verify traction consistency and ensure no smooth spots remain.
2. Equipment & Tooling Specifications
Because this is a raw-finish project, the choice of equipment and drum setup is critical to achieving a walking surface that is highly slip-resistant but not destructively rough.
Equipment / Tooling
Requirement Purpose
Concrete Scarifier
Multi-accessory drum walk-behind scarifier.
To mechanically mill the concrete surface.
Cutter Setup Tungsten Carbide Star/Flail Cutters (closely spaced with washers on the drum shafts).
Creates closely spaced, sharp-crested ridges ideal for heavy-duty traction without leaving wide, easily broken grooves.
Dust Extractor
OSHA-compliant HEPA vacuum (minimum 300 CFM, equipped with automatic filter-pulse cleaning).
To extract 99.97% of airborne silica dust during the dry-milling process.
3. Quality Assurance & Acceptance Standards
• Uniform Profile: The finished surface must exhibit a consistent Concrete Surface Profile (CSP) of 4 to 5.
• Traction Level: The mechanically textured concrete must provide a high Coefficient of Friction (COF) under both dry and wet conditions, eliminating the slickness of the original smooth troweled finish.
• Surface Integrity: The scarification process must not compromise the structural integrity of the slab. The contractor must adjust cutter depth to prevent heavy spalling, deep cracking, or fracturing of the underlying aggregate.
