About this file
This is a Solicitation Questions and Answers document for federal solicitation 477108 regarding a Confocal Super Resolution Instrument acquisition. The document addresses three primary questions from bidders regarding the handling of proprietary and confidential information in their responses to specific sections of the Statement of Work (SOW).
The guidance clarifies that bidders may submit only publicly available, non-proprietary, and non-confidential information in response to Sections 3.2, 3.5, 3.6, and 3.7 of the SOW. Where proprietary or confidential content exists, bidders are permitted to submit appropriately redacted versions, high-level summaries, or alternative documentation that demonstrates compliance, technical capability, and system compatibility without disclosing sensitive information. For Sections 3.5.4 and 3.7, where detailed proprietary documentation such as native CAD models or manufacturing drawings are requested, publicly available versions or general arrangement drawings, system-level block diagrams, equipment footprint drawings, and utility/interface requirements are acceptable alternatives for facility planning and installation purposes. Additionally, bidders may respond with "Not Applicable" (N/A) to any requested documentation, certification, test, or requirement in Sections 3.5.4, 3.8, and similar sections if the requirement does not apply to their proposed equipment and/or services, provided they include a brief explanatory statement indicating why the requirement does not apply.

Solicitation Questions and Answers
1. Question 1: Certain requested items, including but not limited to, in whole or in part, Sections 3.2, 3.5, 3.6, and 3.7 of the SOW may involve proprietary and/or highly confidential information. Please clarify how such information should be handled in the bidder response (e.g., redactions, summaries, or alternative disclosures).
Answer to Question 1 Bidders may provide only publicly available, non-proprietary, and non-confidential information in response to Sections 3.2, 3.5, 3.6, and 3.7. Where requested information contains proprietary, confidential, or export-controlled content, bidders may submit appropriately redacted versions, high-level summaries, or alternative documentation sufficient to demonstrate compliance, technical capability, and system compatibility without disclosing sensitive information.
2. Question 2: For items such as Sections 3.5.4 and 3.7 of the SOW, where proprietary or highly confidential documentation is requested, but a publicly available version exists, please confirm whether providing the public version would be sufficient to meet the RFQ requirements. For example, where full CAD models or native design files are proprietary, are general arrangement drawings, system-level block diagrams, and equipment footprint and interface drawings sufficient for installation, integration, and facility planning acceptable.
Answer to Question 2 Where proprietary or highly confidential documentation is requested under Sections 3.5.4, 3.7, or similar sections, publicly available or non-confidential versions of the documentation are acceptable. In cases where detailed CAD models, native design files, or manufacturing drawings are proprietary, bidders may instead provide general arrangement drawings, system-level block diagrams, equipment footprint drawings, utility/interface requirements, and other installation and integration-level documentation sufficient to support facility planning, installation, and evaluation activities.
3. Question 3: Additionally, for Sections 3.5.4, 3.8 of the SOW, and similar requests, please confirm that where the requested documentation or requirement is not applicable to bidder’s equipment and/or services, a response of “not applicable” will be considered acceptable.
Answer to Question 3 For Sections 3.5.4, 3.8, and similar requests, if a requested document, certification, test, or requirement is not applicable to the bidder’s proposed equipment and/or services, the bidder may respond with “Not Applicable” (N/A), together with a brief explanatory statement where appropriate. Such responses will be considered acceptable provided they clearly indicate the requirement does not apply to the proposed scope.
