About this file

This Request for Proposals (RFP) is issued by the City of Carmel Parks & Recreation Department in Hamilton County, Indiana, seeking qualified vendors to develop a comprehensive business plan for Brookshire Golf Course. The RFP solicits proposals to be submitted electronically via the City's e-Procurement Portal by 9:00 am on Wednesday, April 16, 2025, with proposals to be opened by the Carmel Board of Public Works and Safety. The business plan will assess current operations and identify strategies to position the municipally-owned golf course toward long-term financial self-sufficiency. Brookshire Golf Course is an 18-hole facility with a driving range, practice area, and a recently constructed clubhouse, operating since 2007 with annual rounds between 35,000-40,000 and revenues around $1.6 million.

The consultant will be required to conduct a comprehensive analysis including market assessment, operations evaluation, community needs assessment, organizational review, marketing strategy development, and financial analysis. Key components include examining current fee structures, identifying alternative revenue sources, assessing capital assets, and developing an implementation plan with specific five-year strategies. The RFP emphasizes stakeholder involvement, requiring input from golfers, course management, city leadership, and park board members. The selection will be based on a weighted scoring system evaluating experience and qualifications (35%), approach and methodology (35%), cost and value (10%), technical capabilities (10%), and compliance (10%), with the City reserving the right to determine the relative importance of each criterion during the evaluation process.
