About this file
This document is an Erosion & Sediment Control (ESC) Plan prepared for the Ada County Highway District (ACHD) for the Bridge #2001 Munger Road Over Middleton Canal project located in Star, Idaho. The project involves replacing an existing bridge with a pre-cast concrete box culvert, which includes removing the current bridge and adjacent roadway, installing new box culvert sections, cast-in-place wing walls, aprons, and riprap, and reconstructing the roadway. The total disturbed area is 0.35 acres, with project dates spanning from October 1, 2026 to March 1, 2027. The plan is prepared by Spencer Savage, PE of David Evans and Associates.
The ESC Plan details comprehensive erosion control and environmental protection measures, including best management practices (BMPs) for minimizing land disturbance, maintaining good housekeeping, preventing spills, and managing materials. The project involves coordination with the Middleton Mill Irrigation Company for water diversion between Middleton Canal and Drain 10 to facilitate construction. Inspection and maintenance protocols are outlined, requiring site checks every 14 calendar days and within 24 hours of significant rainfall. The plan includes specific procedures for spill prevention, material handling, and site stabilization, with required notifications to various state and federal agencies in case of environmental incidents.

5.1 EROSION & SEDIMENT CONTROLS
The following BMPs will be used for the project:
Minimize disturbance area
- Minimize land disturbance activities to the extent practicable to complete the work.
- Install additional temporary BMPs as needed if land disturbance occurs beyond the project limits due to equipment access.
Good housekeeping
- Implement dumpsters and trash bins as needed and empty the containers on a routine basis to minimize the spread of trash, litter, or debris.
- Dispose of any waste material or pollutants in accordance with applicable local, state, and federal regulations.
- Clean and sweep the interior of all vehicles and equipment on a routine basis to minimize the spread of trash, litter, or debris.
- The exterior of all vehicles and equipment must be cleaned and maintained on a regular basis and free of any deleterious material.
- Maintenance materials must be kept in an orderly manner at designated areas and clearly labeled.
- Minimize the volume of stockpiled waste material and debris that is awaiting disposal. Install additional BMPs approved by ACHD around stockpiled material.
Stabilized construction entrance
- Install stabilized construction entrances to prevent track-out from the project area.
- Maintain or improve stabilized construction entrances as needed during construction.
Concrete clean-out
- Provide concrete clean-out areas at the locations shown on the project plans or within the project limits as approved by ACHD.
- Clean-out areas must not be located near drainage systems or areas surrounding irrigation ditches, streams, or open channels of any kind.
- Inspect and maintain clean-out areas on a routine basis. Remove any affected soils, materials, and concrete from the area and dispose of material at an approved landfill.
Straw wattles (perimeter control)
- Straw wattles are proposed for the project as perimeter control. Other perimeter control BMPs may be used in lieu of straw wattles as approved by ACHD.
- Install straw wattles prior to any land disturbing activities and in accordance with manufacturer's recommendations, ACHD policies, and ISPWC specifications.
- Inspect straw wattles on a routine basis. Maintain areas where sediment has built-up behind the straw wattles by removing accumulated sediment. Replace damaged sections as needed to provide proper perimeter control.
Sweep work area
- Maintain clean work areas on paved surfaces that are located within and immediately outside the project limits.
- Sweep all paved areas where track-out has occurred. Dispose of swept material in accordance with local, state, and federal regulations.

6 INSPECTIONS
During each site inspection, the RP will at a minimum check whether all BMPs are installed, operational, and working as intended to minimize pollutant discharges. The RP will also check for the presence of conditions that could lead to spills, leaks, or other accumulations of pollutants on the site. Any locations where new or modified stormwater controls are necessary will be identified during the inspection.
6.1 INSPECTION FREQUENCY
At a minimum, the RP will conduct a site inspection in accordance with one of the two schedules below:
☐ Once every seven calendar days.
☐ Once every 14 calendar days, and within 24 hours of a storm event producing 0.25 inches or greater of rain.
6.2 MAINTENANCE & CORRECTIVE ACTIONS
Specific maintenance requirements for each BMP, as well as any recommendations by the manufacturer will be followed. The RP will address any BMP failures by determining whether there was a failure in design, installation, or maintenance. The RP will perform the appropriate measures to correct the failure, including determining whether BMPs should be modified or if additional measures will be taken. The RP will immediately initiate corrections and complete such work by the close of the next business day.
7 END OF PROJECT
7.1 FINAL SITE STABILIZATION
Final site stabilization will be initiated as soon as practicable in portions of the site where construction activities have permanently ceased, but in no case more than 14 days after the construction activity in that portion of the site has stopped. Once final landscaping and/or final stabilization have been completed and the project receives final inspections approval, the conditions of this ESC Plan shall cease.
7.2 TEMPORARY BMP REMOVAL
All temporary physical BMPs will be removed after final site stabilization. All debris and sediment left on the street will be swept and removed at the end of the project.
EROSION & SEDIMENT CONTROL PLAN 9
8 ADDITIONAL INFORMATION
Based on discussions with the Middleton Mill Irrigation Company, water can be diverted from Middleton Canal to Drain 10 north of the structure (and vice versa) to assist with dewatering. Since this canal can have year-round flow, it is anticipated that water will be diverted to Drain 10 to allow for construction of Bridge #2001. The contractor must coordinate water diversion activities between Middleton Canal and Drain 10 with Middleton Mill Irrigation Company staff and ACHD personnel. The contractor is still required to use approved dewatering measures for localized groundwater during construction.
