About this file

The document is a 1-Year Plant Establishment Plan for the Ada County Highway District (ACHD) for the Munger Rd Bridge #1005 & 2001 project (Project Number 224008). The plan specifies required management activities for maintaining a Green Stormwater Infrastructure (GSI) facility, specifically a detention basin (ID# 1701) located at Munger Rd & Catamaran Way. The plan covers a one-year establishment period following substantial completion, with management objectives including promoting desirable vegetation, weed removal, and erosion control. The contractor is prohibited from using fertilizers, pesticides, or herbicides and must perform site walkthroughs, complete daily activity reports, conduct weed control, perform mowing and edging, and maintain the site's vegetation and infrastructure.

The plan includes detailed requirements for site maintenance, such as conducting site inspections every two weeks during peak growing months, completing three site walkthroughs with ACHD, using electronic reporting tools like Survey123 and ArcGIS Field Map, and maintaining both lawn and vegetation-free areas. The contractor is responsible for manually removing weeds, mowing weekly from May through September, cleaning equipment to prevent weed seed introduction, and ensuring proper irrigation. By September 15th, ACHD will evaluate the lawn establishment and determine if reseeding is necessary, with the contractor responsible for reseeding any poorly established areas by September 30th. The plan provides comprehensive guidelines for maintaining the stormwater infrastructure's vegetation and overall site condition.

3. End of year walkthrough to evaluate overall success.

C. DAILY ACTIVITY REPORT

The Contractor’s field crew(s) shall complete an electronic Daily Activity Report for all work performed during each site visit prior to leaving the site in accordance with the Site Management Schedule (Table 1). Activity reports enable the Contractor to track, manage, and meet management objectives. Activity reports also facilitate continual communication and provide a means to monitor the progression of the site. The Contractor shall use the Daily Activity Reports to share observations, recommendations, questions, and comments. The Contractor shall complete a damage report, take photos, and immediately notify ACHD Construction Coordinator of all damages. It is the contractor’s responsibility to supply their own electronic device (tablet or smart phone) and internet connection. The following computer apps will be needed: Survey123 and ArcGIS Field Map app. ACHD will provide an ArcGIS account and training for supervisor(s).

D. WEED CONTROL

Contractor shall complete site inspection and weed removal at a minimum of every two (2) weeks in April, May, June, and July, and once (1) a month in March, August, and September in accordance with the Site Management Schedule (Table 1). During each site visit the Contractor shall inspect the lawn for damage and potential pest problems and suggest possible solutions. Using the Daily Activity Report, Contractor shall report all problems and damages to ACHD Construction Coordinator along with recommended solutions. Photos must be included.

Contractor shall be responsible for maintaining both the lawn and vegetation-free areas as indicated on Attachment A. Maintenance areas include but are not limited to the GSI facility, fence lines (1- foot buffer on both sides), access roads, ramps, and edges along sidewalks.

Weed control objectives include weed removal, reduction of weed based competition, prevention of weed seed production and distribution, eradication of all noxious and invasive species, and maintaining the overall aesthetic value of the site.

1-Yr Plant Establishment Plan” - Page 3 of 6

Manual weed removal methods include hand-pulling, grubbing, and other non-mechanical methods and shall be utilized in areas where mechanical equipment may damage the lawn or structures (fence, irrigation, pipes, signs, etc.). Contractor shall manually remove weeds growing within newly seeded areas. Manual weed removal shall also be used to remove low growing weeds that mechanical methods cannot effectively remove.

Contractors shall clean all mechanical equipment prior to performing work on site to prevent introduction of weed seed and pathogens into the facility. All clippings shall be raked up and disposed of properly to maintain a clean appearance.

Clippings shall not be blown or swept into street, gutters, or GSI facilities. It is the Contractor’s responsibility to replace items/plants damaged by landscape maintenance actions at the Contractor’s expense.

E. Mowing & Edging

Contractor shall mow & edge weekly from May through September in accordance with the Site Management Schedule (Table 1). Contractor shall edge along sidewalks, fences, signs, structures, access roads, etc. to provide a clean appearance. During each site visit the Contractor shall inspect the lawn for damage and potential pest problems and suggest possible solutions.

To prevent lawn mowers from creating tire ruts in the lawn Contractor shall not mow the lawn if the grass is wet. If moisture persists in the bottom of the basin Contractors can use weed eaters to trim the grass. Contractor shall wait to mow the seeded areas until the newly sprouted grass is at least 3-inches tall and roots are well established.

Contractors shall clean all mechanical equipment prior to performing work on site to prevent introduction of weed seed and pathogens into the facility. All clippings shall be raked up and disposed of properly to maintain a clean appearance.

Clippings shall not be blown or swept into street, gutters, or GSI facility. It is the Contractor’s responsibility to replace items/plants damaged by landscape maintenance actions at the Contractor’s expense.

F. CLEAN-UP

Clean up shall occur as needed while completing other tasks in accordance with the Site Management Schedule (Table 1). Contractor shall keep inlets/outlets free of blocking vegetation/debris to ensure stormwater flows freely into and from the facility. Contactors shall notify ACHD if debris is collecting behind the inlet grates.

All trash (debris, paper, cans, bottles, etc.) shall be removed from the site, and disposed of properly. Contractor shall rake out tire tracks, footprints, and minor erosion damage. Contractor shall remove leaves as needed. Debris of any kind shall not be swept or blown into the street, gutter, or the GSI facility.
