About this file

This document is a Determination for a Brand Name Specification issued by the Oregon State Police (OSP) for the procurement of less-lethal munitions, including smoke grenades, flash-bangs, foam batons, sponge rounds, sting-balls, and eye-irritant cartridges, to be used by the agency's SWAT and MRT teams. The OSP has determined that the Combined Systems, Inc. brand of these products meets the required quality, performance, and functionality standards, and that purchasing these specific items is a matter of life and death to ensure SWAT and MRT members are trained and familiar with the munitions. The contract will be a six-year price agreement with an estimated total cost not to exceed $150,000, to be purchased through existing or future statewide price agreements when available.

The resulting contract will be available for use by Marion County and the City of Salem. Pricing terms, set-asides, and other financial details were not provided in the document. The OSP has the authority to approve this brand name specification under OAR 125-246-0170(2)(d)(O).

More importantly, since Combined Systems less-lethal munitions has been used exclusively for SWAT/MRT weapons for at least the last four years, it is the brand that members have trained with.
