About this file

This is a Brand Name Justification document for a sole source procurement by the Department of the Interior, United States Geological Survey (USGS), Forest and Rangeland Ecosystems Science Center (FRESC). USGS FRESC is procuring one QuantStudio 5 384-well quantitative PCR (qPCR) System from ThermoFisher Scientific. The machine must be capable of detection using at least five separate filters to enable multiplex assays and must detect the following dyes: FAM/SYBR Green, VIC/JOE/HEX/TET, ABY/NED/TAMRA/Cy3, JUN/ROX/Texas Red, Mustang Purple™/Cy5/LIZ™, and Cy5.5. Additionally, the machine must support independently programmed temperature zones across the heat block to allow simultaneous, precise multi-temperature analyses on a single plate.

The procurement is justified as a sole source award under Federal Acquisition Regulation (FAR) 8.405-6(b)(1) for items peculiar to one manufacturer. USGS conducted market research through company websites, discussions with other government scientists, and posting a Sources Sought announcement (140G0325Q0188) on SAM.gov from July 10, 2025, to July 16, 2025, which generated no responses. The QuantStudio 5 is identified as the only known machine meeting all specified criteria and is compatible with FRESC's existing MLN-standard devices, ensuring workflow efficiency, cost savings, and data continuity. The Contracting Officer will make a determination of fair and reasonable pricing based on competitive quotes. Future similar requirements will be competed to the maximum extent practicable.

BRAND NAME JUSTIFICATION

QuantStudio 5 qPCR Machine

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey (USGS), Forest and Rangeland Ecosystems Science Center (FRESC),

2. Nature of Action Being Approved. A brand-name procurement of one (1) QuantStudio 5 384-well quantitative PCR (qpcr) System from ThermoFisher Scientific.

3. Description of Supplies or Services. USGS FRESC requires a 384-well qPCR thermocycler capable of detection using at least 5 separate filters enabling multiplex assays for maximum efficiency. The machine must detect the following dyes: FAM/SYBR Green, VIC/JOE/HEX/TET, ABY/NED/TAMRA/Cy3, JUN/ROX/Texas Red, Mustang Purple™/Cy5/LIZ™, and Cy5.5. The machine must be capable of independently programmed temperature zones across the heat block, allowing simultaneous, precise multi-temperature analyses on a single plate. The QuantStudio 5 384-well qPCR machine meets these requirements.

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority FAR 8.405-6(b)(1) Items peculiar to one manufacturer.

6. Rationale Supporting Use of Citation in No. 5. The only known machine that meets all criteria; compatible with the MLN-standard device for efficient workflows and cost savings and uses matching filters for assay and consumable continuity with FRESC’s current systems, ensuring continuity of data.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

The program office’s market research included reviewing the specifications of qPCR machines through company websites and discussions with other government scientists about their experiences with different machines.

The Buyer conducted market research by posting Sources Sought announcement# 140G0325Q0188 on SAM.gov from July 10, 2025, to July 16, 2025. No responses were received. The Buyer communicated with Thermo Fisher representative , who advised that there are authorized small business resellers who can supply this product.

9. Actions to Overcome Barriers to Competition. Future requirements will be competed to the maximum extent practicable.

10. Recommendation and Certification from Program Office
