About this file

This is Amendment One to a federal solicitation (140G0326Q0060) issued by the USGS OAG Sacramento Acquisition Branch on July 27, 2026. The amendment serves to answer vendor questions and clarifies that no further questions will be accepted.

The solicitation is for a Thermo Fisher QuantStudio 5 384-well real-time PCR system (Catalog Number A28140), issued as a brand-name-only procurement. Quotes must be submitted FOB Destination to Boise, ID 83702, with a deadline of Tuesday, August 4, 2026, at 10:00 a.m. PDT. Award will be made on Lowest Price Technically Acceptable (LPTA) basis. The amendment clarifies key specifications: an average sample ramp rate of 2.92°C/sec is acceptable (versus the originally specified 3.66°C/sec), independently programmable temperature zones are not required, the system should be supplied without a computer, installation/calibration/training are not required, manufacturer standard warranty is acceptable, and the contractor must be an authorized Thermo Fisher reseller. Additionally, a manufacturer-issued VPAT/Accessibility Conformance Report will satisfy Section 508 submission requirements. Offerors must submit a signed SF-18, signed amendment, firm fixed-price quote, product information, and System for Award Management (SAM) Unique Identification Entity (UEI) number. Quotes should be submitted by email to Contracting Officer Elizabeth Adam at elizabeth_adam@ios.doi.gov and must include lead time information and a technical description demonstrating compliance with salient characteristics including country of manufacture.

QUESTIONS and ANSWERS

1. The salient characteristics require an average sample ramp rate of 3.66°C/sec or greater. Thermo Fisher's published specification for the QuantStudio 5 384-well system states an average sample ramp rate of

2.92°C/sec. Since this is a brand-name-only procurement, please confirm whether 2.92°C/sec is acceptable or whether the requirement will be corrected? This is acceptable.

2. The brand-name justification refers to independently programmed temperature zones across the heat block. Thermo Fisher's published literature indicates that VeriFlex temperature zones are not applicable to the

384-well QuantStudio 5 configuration. Please confirm whether independently programmable temperature zones are a mandatory requirement?

This is not required.

3. Please confirm the required Thermo Fisher catalog number and whether the requested configuration must include a laptop or desktop computer? This should not include a computer.

Catalog number: A28140

4. Are installation, calibration, onsite setup or user training required? No
