About this file

This is a Brand Name Justification document supporting a sole-source procurement for electrical components for the CAT 3516E Generator Set. The procurement covers three Caterpillar-branded components: quantity (2) Controller Group (P/N: 458-7750), quantity (2) Controller Assembly Electronics (P/N: 334-2668), and quantity (2) ADAM Controller (P/N: 11R-1262). These components will serve as spare parts for existing Caterpillar diesel gensets and are valued at an undisclosed amount. The projected delivery schedule is approximately 60 days from contract award, with a 45-day lead time on materials once the order is placed.

The justification establishes that these components are specifically designed to integrate with Caterpillar's proprietary ADEM™ (Advanced Diesel Engine Management) control system and Cat Data Link (CDL) protocol, which are incompatible with competing manufacturers' systems. Market research confirmed that while several companies manufacture marine diesel engines and control systems—including unnamed competitors—none offer components compatible with the existing Caterpillar 3516E generator sets. Competing brands utilize their own proprietary electronic control modules and communication protocols that cannot interface with Caterpillar's ADEM A4 ECU, making alternative products unable to function as an integrated system. The contracting officer certifies that the statements are complete and correct, understanding that sole-source justification precludes full and open competition. The document was digitally signed by Shawn M. Waters on March 26, 2026.

BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

This procurement is for electrical components for the CAT 3516E Generator Set. The components consist of quantity (2) Controller Group with P/N: 458-7750, quantity (2)

Controller Assembly Electronics with P/N: 334-2668, and quantity (2) ADAM Controller with P/N: 11R-1262. These electrical components will be used as spares in the event that any of these components malfunction or become inoperable. Altogether, the value of these electrical components should total . These components are sold by

Caterpillar. The projected delivery schedule is approximately 60 days from contracts award. There is a 45day lead time on the material once the order has been placed.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME

BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF

THE ACQUISITION

The procured Caterpillar Diesel Gensets that are being installed on already use these specific Caterpillar branded electronic components. The electronic components that will be procured through this SAP will be used as spares in the event that the original components on the diesel genset malfunction. These electronic components are specifically designed to work with specific Caterpillar gensets and their proprietary software. Therefore, any certified Caterpillar dealership that has these electronic components in stock should be able to provide them. The Caterpillar electronic control system utilizes the ADEM™ (Advanced Diesel Engine Management) controller, which runs on proprietary software. This system communicates using the Cat Data Link

(CDL), a proprietary data link that is not compatible with other manufacturers' systems.

This ensures seamless integration and communication between all engine and generator components, which is critical for performance and safety. The specified components

Controller Group (P/N: 458-7750), Controller Assembly Electronics (P/N: 334-2668), and ADEM Controller (P/N: 11R-1262)—are not standalone parts but are designed to function as a single, integrated system. An aftermarket or alternative part would not be able to communicate with or be recognized by the central ADEM A4 ECU, leading to system-wide failure.

3. MARKET SURVEY

A list of distributors was consulted to see if the equipment could be purchased elsewhere.

It was determined that the required equipment could only be procured from a single brand due to the way the system was designed to reduce costs. Since the government would benefit from purchasing from one brand, not multiple, a brand justification is required.

Market research was conducted to identify other manufacturers of similar components and to determine if their products could meet the government's needs. The research confirmed that while several companies manufacture marine diesel engines and control
