About this file
This is a FAR Part 13.501 Justification Review Document for engine repairs for two U.S. Army Corps of Engineers motor vessels. The Omaha District requires a service contract to completely rebuild two Cummins K19 diesel engines on the MV Missouri and rebuild or supply two new genset diesel engines (one each on the MV Missouri and MV Brandy Fitzhugh). The contract will be funded by an O&M appropriation and is critical to the Missouri River Recovery Program. All work must use Original Equipment Manufacturer (OEM) Cummins parts and be completed by a mechanic with appropriate marine diesel engine certifications. The repair work is scheduled to be completed and tested by spring 2026, with the MV Missouri to be drydocked at 9901 John J. Pershing Drive in Omaha, NE. The document indicates that replacing the vessels is not financially viable, making these repairs the most cost-effective approach to maintaining operational capabilities.

d. Alternatives. The following alternative was assessed and determined not possible for the stated reason.
(1) Replace the MV Missouri and MV Brandy Fitzhugh Not a viable alternative.
Instead of completing the needed repairs, the alternative of purchasing new motor vessels is not within the budget for the MRPO. The repairs to the MV Missouri and MV Brandy Fitzhugh are a more cost-effective approach than purchasing new motor vessels.
