4. STATUTORY AUTHORITY: This contractual action will be executed under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(c), Application for brand-name descriptions.
5. RATIONALE SUPPORTING USE OF AUTHORITY CITED: A review of the work specification package identified multiple Brand Name components and software produced by four manufacturers which are necessary for the successful ERU as identified below.
The Foster ERU project is upgrading the electrical equipment in the powerhouse at Foster Dam, including the Supervisory Control and Data Acquisition (SCADA) components at end of life and in need of replacement. The SCADA components are just one portion of an overall system to control the powerhouse that needs to be compatible in order to properly function. The other portion is the Generic Data Acquisition and Control System (GDACS) currently under development for installation at Foster in January 2021. GDACS is a specialized system programed and maintained by USACE for the control and operation of hydropower generators. As GDACS is intended to be a generic system installed in many powerhouses across the country, a standard design is used as much as possible. When changes from the standard are required approval has to be obtained by the GDACS Technical Advisory Board (TAB) and the GDACS Maintenance Committee (GMC). Further, due to cybersecurity requirements there are limits on the equipment that can interface with GDACS and deviation requires approval for the USACE Critical Infrastructure and Cybersecurity (UCIC) MCX. Due to these restriction, the Foster ERU requires certain name brand equipment to be compatible with GDACS, as discussed below.
Allen-Bradley: Programmable Logic Controllers (PLCs) are electronic devices that run code and process information from sensors, gauges, switches, meters, etc. through input and output modules. The Foster ERU would replace the outdated Allen-Bradley PLC-5 PLC platform with the modern Allen-Bradley ControlLogix PLC platform. The ControlLogix PLC platform consists of a controller, communication modules, input modules, output modules, power supplies, a rack to hold these modules, and various accessories. The controller will be programmed to control hydroelectric generators and station service systems such as spillways and circuit breakers. These PLCs provide the interconnection between GDACS and the plant equipment. Currently GDACS is being designed to connect with the existing Allen-Bradley PLCs. Using a different controller would require approval from the TAB, GMC, and UCIC as it would require GDACS to be interface with a new component and be a deviation from the standard system. Once approved, GDACS would need to be reprogrammed to connect with the new brand. This would involve redesigning, testing, and certifying GDACS to operate with the new brand, as well as the establishment of an additional test bed (refer to Long Term Maintenance below). Based on the effort to develop GDACS for Foster with the Allen-Bradley PLCs, a new brand would require an estimated 1500 man-hours or roughly ------- (based on an hourly rate of $----- per hour for 1500 man-hours).
Schweitzer Engineering Laboratories: Multifunction relays are protective device and electrical metering products used to monitor and protect electrical systems. They utilize high speed calculation to detect disturbances in the electrical system and act very fast to protect electrical equipment from damage.
Schweitzer Engineering Laboratories (SEL) relays are currently in use at Foster for generator and transformer protection. The ERU would add additional SEL relays for station service switchgear and bus protection and the equipment to tie the existing relays together and integrate with GDACS. Using different relays would prevent the new and existing relays from being networked together and integrated into GDACS. This would require a redesign of the annunciation and alarm system. A different brand would also require approval from the TAB, GMC, and UCIC as it would require GDACS to interface with a new component.
Cisco: Network switches, routers, and firewalls are used to build reliable communication networks that connect devices throughout a control system.
Because these devices connect different systems together, they are a critical component in providing cybersecurity protection. Cisco is the standard network switch used by GDACS and is on the Department of Defense Information Network (DoDIN) Approved Products List (APL) of products that have completed Cybersecurity (CS) and Interoperability (IO) certification. Using a different brand would require approval from the TAB, GMC, and UCIC. This would involve testing and certifying GDACS to operate with the new brand, as well as the establishment of an additional test bed (refer to Long Term Maintenance below). A new brand would require an estimated 200 man-hours or roughly ------ (based on an hourly rate of ----- per hour for 200 man-hours).
Long Term Maintenance: GDACS is developed and maintained in-house by the Hydroelectric Design Center (HDC) of Portland District and is used in many powerhouses throughout the Corps. This allows for a long-term maintenance strategy with regular updates and patches to increase functionality and maintain cybersecurity compliance. As Allen-Bradley, Cisco, and SEL equipment are already standard components used in many other powerhouses, an additional brand or product would increase the effort to maintain and update the system for Foster only. Additional yearly costs would be incurred associated with developing and maintaining updates, patches, and cybersecurity certifications at an estimated cost of 500 man-hours a year for the life of the system (assumed to be 15 years) or roughly ------ per year (based on an hourly rate of ----- per hour) or ------ over the 15 year life span of the system. Further, in order to develop, test, and configure GDACS, HDC maintains a test bed identical to the equipment used in the field. HDC already maintains a test bed for Allen-Bradley and SEL equipment due to its use at other powerhouses.
Using other brands would require an additional test bed be maintained and require additional dedicated office space for this hardware.
6. EFFORTS TO OBTAIN COMPETITION: The solicitation will be awarded in a competitive environment, on a best-value trade off basis. Although the parts/components are unique in nature and function, there are multiple authorized dealers for all the required parts listed above. The requirement will be advertised on beta.sam.gov.
7. INTERESTED SOURCES: In accordance with FAR 5.102(a)(6), this justification and approval will be included with the solicitation when it is made available on the Government Point of Entry, beta.sam.gov. Any sources that indicate interest as a result of the publication will be evaluated.

d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and installers. The specification only precludes consideration of a product manufactured by another company where appropriate. Subcontracting competition will be the responsibility of the offerors or prime contractor awarded the contract.
