Brand Name Justification – Teton Aquatic Herbicide – RFQ 140A1221Q0004
In accordance with FAR 13.106‐1(b)(1)(i) and 5.102(a)(6), this notice alerts interested vendors that a brand name justification applies to all line items of this solicitation. Only Teton Aquatic Herbicide will be considered for award. The justification for this brand name restriction is shown below:
The requirement is to provide twelve (12), two hundred fifty (250) gallon totes of Teton Herbicide delivered to Fort Hall irrigation Project at the Michaud facility. The Fort Hall Irrigation Project provides irrigation water to over 73,500 acres of land within and adjacent to the Fort Hall Indian Reservation. Fort Hall Irrigation Project has approximately 300 miles of conveyance systems including open channel canals, laterals, and ditches. Aquatic weed growth is a major problem associated with water conveyance and delivery. De-mossing chemicals to reduce aquatic weeds are required to ensure adequate water flow is maintained throughout the irrigation season when aquatic weed growth is a problem. The 250-gallon size is a firm requirement (smaller sized totes are not acceptable) because this size is most efficient for applying the product to large areas. The program has identified that only this product, which contains active ingredient Salt of Endothall, safely and effectively treats the aquatic weeds that grow in the canals. The product is considered a non-restricted product by the Environmental Protection Agency and therefore it is preferable to restricted products which might be harmful to human health or the environment.
