About this file
This is a Justification for Other Than Full and Open Competition document issued by the Federal Bureau of Prisons for a procurement restricted to a single brand-name vendor.
The Federal Correctional Complex (FCC) Yazoo City, Mississippi seeks to procure one GE HealthCare Definium 656 HD Fixed Digital Radiographic System with delivery, installation, software calibration, and clinical training. The specific system configuration includes a 5-axis motorized overhead tube suspension system, premium elevating bariatric table, motorized tilting wall stand, dual high-resolution FlashPad HD wireless detectors, 65kW high-frequency generator, and specialized clinical software suites. The total estimated cost is $340,801.04. The procurement is structured as a firm-fixed-price contract under Simplified Acquisition Procedures and will be set aside as a Total Small Business Set-Aside, with solicitation posted to SAM.gov for a minimum of 15 days to allow authorized GE HealthCare resellers, distributors, and partners to compete. The justification for sole-source procurement cites facility-specific structural constraints, including the X-ray room's lead-lined design engineered specifically for the GE system's physical footprint and extreme load requirements (882 lb static / 705 lb dynamic). Substituting alternative brands would require 6-8 weeks of structural remodeling and substantial construction costs. Additionally, the system's proprietary Intelligent Workflow Suite with 3D camera technology and anti-collision safety features is critical for a high-security correctional environment. The Contracting Officer will conduct price analysis against an Independent Government Cost Estimate, historical federal pricing, and current open-market schedules. Market research confirms multiple small business entities, including Service-Disabled Veteran-Owned Small Businesses, maintain distribution agreements with GE HealthCare and can fulfill the requirement. The justification was approved by C. Tate, Supervisory Contract Specialist, on August 25, 2026.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Pursuant to the Federal Acquisition Regulations (FAR) Subpart DEVIATION 6.103-1(b), the Federal Bureau of Prisons (BOP) has determined the procurement of the brand-name GE HealthCare Definium 656 HD Fixed Digital Radiographic System for the Federal Correctional Complex (FCC) Yazoo City, Mississippi (hereinafter referred to as "institution"), meets the criteria for other than full and open competition. The agency has further determined that limiting the competition strictly to this proprietary brand-name commercial product is necessary to prevent serious operational injury, financial loss, or other significant harm to the Government's medical infrastructure. This limitation on competition is justified as follows:
1. Agency:
Department of Justice, Federal Bureau of Prisons, Federal Correctional Complex (FCC Yazoo City), 2225 Haley Barbour Parkway, Yazoo City, Mississippi 39194.
2. Nature and/or Description of Action Being Taken:
This action is a justification to restrict competition to a specific brand-name commercial product, the GE HealthCare Definium 656 HD Fixed Digital Radiographic System, for a firm-fixed-price contract under Simplified Acquisition Procedures.
3. Description of supplies or services required to meet the agency's needs:
FCC Yazoo City requires the acquisition, delivery, uncrating, institutional rigging, physical installation, software calibration, and clinical applications training of one (1) GE HealthCare Definium 656 HD Digital X-Ray System.
This specific configuration includes a 5-axis motorized overhead tube suspension (OTS) system (#S4100BSCST), a premium elevating bariatric table (#S4106TBL), a standard arm motorized tilting wall stand (#S4100SWS), dual high-resolution FlashPad HD wireless detectors (#S4202DDM), a 65kW high-frequency generator (#S1400PB), and specialized clinical software suites. Total Estimated Cost: $340,801.04
4. Statutory Authority permitting other than full and open competition:
FAR 13.106-1(b)(1) – Soliciting from a Single Source (Brand Name Only) under Simplified Acquisition Procedures for acquisitions less than the Simplified Acquisition Threshold.
5. Determination that the nature of the acquisition requires use of the authority cited:
The complex's designated X-ray room was structurally engineered and lead-lined specifically to accommodate the physical footprint, ceiling tracks, and extreme load constraints (882 lb static / 705 lb dynamic) of the GE Definium 656 HD system. Substituting an alternative brand would necessitate extensive structural remodeling, re-drilling of support joists, and modifications to lead shielding, causing an unacceptable 6 to 8 week delay and substantial duplication of construction costs. Additionally, the system features a proprietary Intelligent Workflow Suite with a tube-head 3D camera for automated thickness tracking and built-in anti-collision safety sensors.
These safety features are critical in a high-security correctional environment to eliminate pinching hazards during inmate transfers. Over 40% improvement in anatomical detail is driven by the proprietary Helix 2.2 image processing software and 100-micron FlashPad HD detectors, which align directly with existing clinical baseline data. Introducing a different platform would require an complete radiology shutdown for comprehensive staff retraining, forcing dangerous and costly high-security inmate medical transports to community hospitals requiring a minimum of two escorted officers per run.
6. Efforts made to solicit from as many potential sources as practical, including whether a notice was or will be publicized:
In accordance with FAR 5.201, a Combined Synopsis/Solicitation will be publicly posted to the Government-wide Point of Entry via SAM.gov for a minimum of 15 days as a Total Small Business Set-Aside.
This ensures that all small business entities that are authorized resellers, distributors, or partners of GE HealthCare can actively compete, ensuring robust price competition for the mandatory brand-name unit.
7. Contracting Officer Determination that the cost to the Government will be fair and reasonable:
The Contracting Officer will conduct a thorough price analysis before contract award. Incoming quotes will be evaluated against the Independent Government Cost Estimate (IGCE) of $340,801.04, historical pricing paid by other federal entities (such as the Department of Veterans Affairs), and current open-market schedules for equivalent configurations to ensure the final awarded price is fair, reasonable, and advantageous to the Government.
8. Description of the Market Research Conducted:
Market research was completed through SAM.gov, the SBA Dynamic Small Business Search (DSBS), and industry literature reviews. Market research confirms that multiple small business entities, including Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), maintain verified distribution agreements with GE HealthCare and possess the capability to fulfill this requirement, satisfying the 'Rule of Two' under FAR 19.502-2.
9. Other facts supporting the use of other than full and open competition:
The existing federal healthcare equipment infrastructure at this complex is built out using established manufacturer support networks. Procuring a brand-name system ensures immediate access to factory-certified emergency service technicians and replacement parts within the geographical region, preventing long-term operational downtime of critical inmate diagnostic capabilities.
10. List of sources expressing in writing interest in the acquisition:
A Notice of Intent to Solicit a Brand-Name Product will be posted to sam.gov alongside the solicitation to formally advise industry partners of the agency's requirements. Any capability statements or written expressions of interest received from qualified small business distributors during the active posting window will be documented and maintained within the official Contract File / Bidders List.
11. Action taken, if any, to remove or overcome any barriers to competition:
The Health Services Division continuously monitors clinical technical trends, procurement software frameworks, and distribution channels. If secondary manufacturing platforms achieve architectural and software compatibility with existing facility shielding grids, or if licensing channels alter to allow third-party technical configurations, full open competition will be heavily pursued for subsequent technology lifecycles.
12. Certifications and approvals:
I certify that the above justification is accurate and complete to the best of my knowledge and belief:
