About this file
This document is a technical specification sheet for the Bradenton Water Reclamation Facility (WRF) electrical infrastructure, prepared for the City of Bradenton, Florida's Request for Qualifications to select an engineering firm to conduct a comprehensive Electrical Capacity and Emergency Power Evaluation. The document details the facility's existing electrical system configuration, including three generator automatic transfer switches, multiple Motor Control Centers (MCCs) and subpanels operating at 480V, and distributed electrical infrastructure across the main WRF site and two offsite locations (Mixon and Tropicana). The facility is fed directly by Florida Power and Light through a 480V transformer, with all main distribution points utilizing molded case circuit breakers and various VFD/ASD-controlled pumps. Key MCCs include M2, M1, MCC "3", MCC "4", and MCC "6" at the WRF, each serving multiple 480V feeds to pumps, motors, blowers, and subpanels, with secondary facilities at Mixon (MCCs A and B) and Tropicana (MCC P) providing additional distribution capacity. The evaluation is scheduled with a pre-proposal meeting on February 11, 2026, question submission deadline of February 19, 2026, proposal submission due March 5, 2026, evaluation meeting on March 13, 2026, short-listed proposer presentations on March 24, 2026, and notice of recommended award on March 25, 2026.
The RFQ allocates evaluation points as follows: 35 points for professional personnel qualifications, 35 points for past performance and experience, and 30 points for project approach. Qualified proposers must be registered with the Florida Department of Business and Professional Regulation and demonstrate at least one key personnel member holding a current Professional Engineer license from the Florida Board of Professional Engineers, with preferred experience including at least two emergency power and/or electrical power master planning projects completed within the past ten years. No specific contract value, term length, renewal options, set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors are identified in the procurement announcement. All proposers must submit standard administrative documentation including SunBiz registration, Non-Collusion Affidavit, Public Entity Crimes Form, Anti-Human Trafficking Affidavit, and various compliance certifications, along with detailed technical proposals including organizational structure, resumes of key personnel, relevant project experience (limited to five projects from the past ten years), current workload assessment, and a graphical project timeline. Deliverables include a written technical memorandum documenting existing conditions and prioritized improvement recommendations with AACE Class 4 opinion of probable construction cost, switchgear and arc flash hazard assessment, and proposed electrical system reconfiguration with power monitoring and protection system recommendations.

Text version
Bradenton Water Reclamation Facility (WRF) is directly fed from Florida Power and Light through a 480V transformer onsite. Mixon and Tropicana, located offsite, are fed similarly.
All MCCs and noted subpanels are 480V.
All breakers are believed to be molded case circuit breakers with various configurations (relays, contactors, etc)
Many of the pumps are VFD/ASD controlled.
