About this file
This is a Solicitation Amendment No. 1 issued by the Arizona Department of Economic Security for RFP BPM000600, related to services for the Arizona Early Intervention Program (AzEIP). The amendment modifies the original Request for Proposal and must be acknowledged by all offerors in the State's eProcurement System. The solicitation due date is March 5, 2019, at 3:00 p.m. MST. The amendment makes eight substantive changes to the original RFP, including updates to the definition of "Evaluation" for children ages birth through three years in accordance with 34 C.F.R. 303.321, modifications to general requirements related to programmatic and fiscal controls, and revisions to service requirements concerning assistive technology (AT) services and acquisition. Additionally, the amendment removes provisions regarding travel time billing rates and clarifies submission procedures in the State's eProcurement system.
The amendment further refines requirements for proposal formatting and page limits, specifying that ADES will only evaluate information within allotted page limits and that portions exceeding limits will not be evaluated and will negatively impact evaluation scores. The amendment establishes procedures for Best and Final Offers, stating that if not received or withdrawn by the deadline, the offeror's previous written offer shall be accepted as final and resubmitted in the eProcurement system. Critically, the amendment adds a new provision requiring that if a Solicitation Amendment is issued after an offeror submits its proposal, the offeror must resubmit its proposal, as the eProcurement System will eliminate any earlier submission. All offerors are required to acknowledge receipt and understanding of this amendment.
