52.212-2 ADDENDUM – EVALUATION – COMMERCIAL ITEMS (OCT 2014)

Evaluation Factors: BASIS FOR BPA CALL. This acquisition will be conducted using Federal

Acquisition Regulation (FAR) Parts 12 and 13 (to include 13.5). FAR Part 15 source selection procedures will NOT be used for this acquisition. The Government intends to award a single

BPA Call resulting from this RFQ to the responsible vendor, whose quote conforming to the

RFQ, represents the best value to the Government. The following evaluation factors will be utilized:

1) Technical

2) Past Performance

3) Price

All evaluation factors other than price, when combined, are more important than price. If the technical and past performance evaluations result in the same ratings, then the lower price will be the determining factor.

The Government anticipates making an award without discussions, however, reserves the right to communicate with vendors, if needed.

EVALUATION FACTORS:

If a quote is rated as “unacceptable” for Technical or “no confidence” for Past

Performance, that quote will not be considered and the vendor will be deemed ineligible for an award.

Volume I – Factor 1: TECHNICAL. The Government will evaluate the vendor’s technical submission to ensure it identifies the names of the proposed primary and alternate ASL

Interpreter candidates possessing the applicable licensing and all the required certifications

IAW PWS paragraph 3.4.2, Sign Language Interpreter Qualifications. Vendors are required to submit hard copies (PDF) of the required licensing and certifications that are CURRENT for each of the proposed ASL Interpreter candidates and written confirmation that each of the proposed candidates follow PWS paragraph 3.4.2 stated above, and a resume describing the type of experience each of the proposed ASL Interpreter candidates possesses.

Assessment will be based on the following Rating method:

Rating Rating Standard

Exceeding The vendor’s quote exceeds the solicitation requirements.

Acceptable The vendor’s quote clearly meets the minimum requirements of the solicitation.

Unacceptable The vendor’s quote does not clearly meet the minimum requirement of the solicitation. The vendor is ineligible for award.

Volume II – Factor 2: Past Performance.

1. The vendor’s past performance will be evaluated as “satisfactory confidence”, “no confidence”, or “neutral confidence”. The past performance evaluation will assess the vendor’s probability of meeting the RFQ requirements and will be assigned one of the mentioned ratings. The assessment will be based on the vendor’s record of relevant and recent past performance information. In addition to this review, the Government may also consider information obtained through other sources such as the Contractor Performance Assessment

Reporting System (CPARS), Federal Awardee Performance and Integrity Information System

(FAPIIS), other databases, and interviews with Program Managers and Contracting Officers.

2. Relevant performance includes efforts of the same or similar in size and scope to this RFQ.

These include efforts where the vendor provided similar services to those outlined in the PWS.

Recent efforts are defined as those efforts which have been performed during any portion of the last three years, including those efforts currently being performed.

3. The Government will consider the collective record of all recent and relevant past performance in assessing a rating. In the case of the vendor without a record of past performance or for whom information on past performance is not available or so sparse that no meaningful past performance can be reasonably assigned, the vendor may not be evaluated favorably or unfavorably on past performance therefore, the quoter shall be determined to have unknown

(or “neutral confidence”) past performance.

4. In evaluating past performance, the Government reserves the right to give greater consideration to information on those individual contracts deemed most relevant to the effort described in this RFQ.

Assessment will be based on the following rating method:

Rating Rating Standard

Satisfactory Confidence Based on the offeror’s recent and relevant performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent and relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

No Confidence Based on the offeror’s recent/relevant performance record, the Government does not expect the offeror to successfully perform the required effort.

Volume III – Factor 3: Price. This factor will not be assigned a rating. However, the vendor’s price quote will be evaluated for fair and reasonableness IAW FAR Part 13.106-2(b) based upon the vendor’s proposed pricing.
