Instructions
Document Name: EDOS Sample Task Order Pricing Template
Instructions for completing the EDOS Sample Task Order Pricing Template:
The Offeror shall use the following tabs to input pricing: Task Area 1,2,3,4,5, 6, & 7 using Government site rates. The Offeror is only allowed to input pricing in yellow highlighted cells. The pricing template, quantities, and pricing is being used for evaluation purposes and are not ordered or promised as a part of the award and/or modification.
The Offeror shall propose the per hour or per point price for Agile Sprints and the Agile Program Office Team. The Contrtactor shall debit points monthly, based upon monthly utilization, as determined from the first calendar day of the month to the last calendar day of the month. The Contractor shall invoice IRS for fixed price deliverables at time of completion/acceptance by IRS and will invoice IRS for points purchase, at time of purchase.
TCO numbers will be auto-calculated by multiplying the per point price by the total points estimate for a given service and given year.
Please note that the estimates are used as a basis for determining estimated TCO. While these numbers will be evaluated within the best value determination, actual TCO will be based on real and measured Agile Projects during contract performance. The IRS will evaluate services for price reasonableness on a price per point or per hour basis.
The IRS anticipates that cost per point will decrease year over year. This is based on the experience the contractor will gain each and every year in delivering cost optimizations to the IRS from a total program perspective. Offeror is encouraged to reduce the cost per point per year as well as extend spot discounts for bulk purchases of points.
Offerors may propose additional Labor Categories (LCATs). If additional LCATs are proposed, a brief justification and proposed pricing for the additional LCATs shall be included (refer to "Offeror Proposed LCATs"). The additional LCATs will be reviewed and evaluated as part of the price proposal for the Sample Task Order.
Example Task Area 5 DME Points tab is for example purposes only. The numbers in this tabs is not reflected anywhere else on this spreadsheet.
Offeror's in the Task 5 DME Points Tab are required to input the hourly rate per position in each team along with providing the point cost per sprint per team. If the hourly rate is different than what is listed in in LCAT Task Area 1,2,3,4,6,7 and LCAT Task Area 5, the Offeror must provide an explanation in the pricing volume section of their proposal as to why the hourly rates are different.
If the Offeror provides a discount in the Point Cost Per Sprint sections in Task 5 DME Points Tab, the Offeror must provide an explanation in the pricing volume section of their proposal.
Notes: A man year is 1920 hours.
