Instructions
Document Name: EDOS BPA Pricing Template
Instructions for completing the EDOS BPA Pricing Template:
Offerors shall use the following tabs to input pricing into Task Areas 1-10 and the IRS-GSA LCAT Rates tab. The Offeror is only allowed to input pricing in yellow highlighted cells. The quantities in the pricing template are being used for evaluation purposes and are not ordered or promised as a part of the award.
Government site rates shall be used for pricing the various tasks (1-10). The IRS (on-site) and Contractor (off-site) rates for all periods shall be completed IAW the tab titled, IRS-GSA LCAT Rates.
The Offeror shall propose the per hour or per point price for Agile Sprints and the Agile Program Office Team. The contractor shall debit points monthly, based upon monthly utilization, as determined from the first calendar day of the month to the last calendar day of the month. The Contractor shall invoice IRS for fixed price deliverables at time of completion/acceptance by IRS and will invoice IRS for points purchase, at time of purchase.
Total Cost of Ownership (TCO) numbers will be auto-calculated by multiplying the per point price by the total points estimate for a given service and given year.
Please note that the estimates are used as a basis for determining estimated TCO. While these numbers will be used for evaluation purposes, actual TCO will be based on real and measured Agile Projects during contract performance. The IRS will evaluate services for price reasonableness on a price per point or per hour basis.
The IRS anticipates that cost per point will decrease year over year. This is based on the experience the contractor will gain each and every year in delivering cost optimizations to the IRS from a total program perspective. Offeror is encouraged to reduce the cost per point per year as well as extend spot discounts for bulk purchases of points.
Offerors may propose additional Labor Categories (LCATs). If additional LCATs are proposed, a brief justification and proposed pricing for the additional LCATs shall be included (refer to "Offeror Proposed LCATs"). The additional LCATs will be reviewed and evaluated as part of the price proposal.
As a separate attachment to Volume III, Offerors shall provide a crosswalk between the IRS provided labor categories (including duties, education and relevant experience requirements) and the GSA labor categories being proposed by the Offeror.
Example Points Purchase tabs are for example purposes only. The numbers in this tab is not reflected anywhere else on this spreadsheet.
Notes: A man year is 1920 hours; Contractor rates may be used as telecommute rates; Surge and ODC's are being provided as plug numbers. Contractors are required to use the prescribed numbers when developing there quote. Years associated with "Relevant Experience" is the minimum requirement.

Cost per points is captured above. Team design and makeup will be determined at the task order level.
For simplicity the Government has assigned a Service Point to be Equal to $1.00 for the BPA Pricing Template. The cost per point cannot be more than $1.00. However, the vendor can provide discounted points under $1.00. The cost per point cannot contain fractions of a cent.
The number of points over the contract agreement is estimated for the purposes of evaluation.
IRS is not guaranteeing to buy all points over the life of the agreement.
