About this file
This is a Pre-Bid Conference Agenda document for Colorado Parks & Wildlife's Northeast Region outlining procedures and requirements for the Boyd Lake State Park Furnace Replacement project (S26PNE-7531). The project entails replacing five furnaces across four bathroom facilities: two furnaces in the AB Bathroom, one each in the CD Bathroom, EF Bathroom, and Marina Bathroom. Prior to equipment procurement and furnace removal, the contractor must perform building heat load calculations and equipment sizing verifications, followed by testing and balancing after installation. The pre-bid conference was held on September 24, 2026, with a question deadline of 10:00 AM on September 29, 2026. Bids are due by 10:00 AM on October 6, 2026, via email to Project Manager Dmitry Tepo, by fax, or hand delivery to the Northeast Regional Office. The contractor will have 30 calendar days to complete the project following issuance of the Notice to Proceed, with specific operational constraints: all bathrooms must remain open to the public until October 31, 2026, with only one bathroom closable at a time for a maximum of four consecutive days (Monday through Thursday); beginning November 1, 2026, the EF Bathroom closes entirely for construction, while the AB, CD, and Marina bathrooms remain subject to the same single-closure restrictions.
Bidders must submit their proposal with a signed bid schedule acknowledging any addenda, a Contractor's Qualifications and References Statement, a completed W-9 form (failure to submit may delay award), and SDVOSB certification through the U.S. Department of Veterans Affairs if applicable. All addenda and project amendments will be posted to the Colorado State Vendor Self Serve (VSS) website at www.colorado.gov/VSS, and it is the bidder's responsibility to check for and acknowledge any addenda in their bid submission. Bid tabulation results will be sent to bidders and posted to VSS following the bid opening, with the lowest responsible bidder to be contacted for award. Upon award, Purchase Orders typically require one to two weeks to process once all required documentation is received, followed by a pre-construction meeting and issuance of the Notice to Proceed. All questions regarding the project should be directed via email to Dmitry Tepo at dmitry.tepo@state.co.us or by phone at (720) 765-2568.
