The GOAA seeks qualified wayfinding and signage consultants to support a multiyear on-call professional services contract serving Orlando International Airport (MCO) and Orlando Executive Airport (ORL). Selected consultants will provide expertise in planning, concept design, documentation, and implementation support, including wayfinding assessments, passenger flow studies, graphic standards development, digital wayfinding integration, ADA compliance evaluations, and project management support. Key deadlines include a non-mandatory Pre-Submittal Conference on March 13, 2026, at 9:00 a.m.; a question submission deadline of March 20, 2026, at 5:00 p.m. with responses posted by April 3, 2026; and a response submission deadline of April 10, 2026, at 2:00 p.m. through GOAA's e-Procurement Platform. Selection Committee review is tentatively scheduled for May 12, 2026, with interviews on May 29, 2026, and Aviation Authority Board approval anticipated for July 15, 2026. Services are expected to commence on or around August 1, 2026, for a five-year contract term.

Minimum qualifications require seven years of relevant wayfinding consulting experience within the last seven years, Florida professional registration, and at least one Florida-licensed architect on the project team. No Small Business Enterprise (SBE) participation plan is required at the solicitation level; however, each task order issued will be reviewed and evaluated for Disadvantaged Business Enterprise (DBE) and Local Developing Business/Veteran Business Enterprise (LDB/VBE) participation goals to maximize small business participation. The contract is federally funded through FAA Airport Improvement Program (AIP) funds and subject to Davis-Bacon prevailing wage requirements where applicable and comprehensive federal compliance provisions. Respondents must provide proof of insurance including Commercial General Liability ($1,000,000 to $5,000,000 per occurrence), Professional Liability ($1,000,000 minimum per claim and occurrence), Workers' Compensation at statutory limits, and Employers' Liability ($500,000 to $1,000,000 per accident or disease). Compensation will be determined on a task order basis structured as lump sum fees, hourly rates, per diem rates, or not-to-exceed reimbursable fees, with the estimated project value listed as TBD. The Aviation Authority intends a non-exclusive agreement with the highest-ranked respondent(s) and reserves the right to reject all responses, cancel awards, or award any portion of services subject to funding availability.
