About this file
This document is a set of Salient Characteristics for a Boom, Boom Reel, and Trailer to be used in response to and containment of potential petroleum, oil, and lubricant (POL) spills reaching the Neuse River adjacent to Seymour Johnson Air Force Base in North Carolina.
The key requirements include: a boom reel engineered to withstand forces and corrosion from 2,000 feet of 24-inch height boom, constructed from marine-grade aluminum with hydraulic wind/unwind operation; a trailer designed to legally transport the assembly on North Carolina roads, with dual axles, electric over hydraulic brakes, and a diesel-powered hydraulic power pack; 1,000 feet of rapid deployment solid flotation boom in 100-foot sections. The document also specifies requirements for a level winder, on-site training, and a minimum one-year warranty.

SALIENT CHARACTERISTICS – BOOM, BOOM REEL, AND TRAILER
A. DESCRIPTION: This requirement is for a boom with accompanying boom reel and trailer for use in response to, and containment of, potential petroleum, oil, and lubricant (POL) spills reaching the Neuse River adjacent to Seymour Johnson Air Force Base, North Carolina.
B. BOOM REEL REQUIREMENTS:
1. Engineered and manufactured to withstand forces and corrosion generated by 2,000 feet of minimum 24-inch height boom being deployment and retrieved in brackish water.
2. Construction shall be made from welded marine-grade aluminum.
3. Wind/unwind shall be hydraulic powered with a wind assembly mechanism to facilitate even distribution on the reel when boom is being retrieved.
4. Hydraulic system shall have quick connectors at the hose connection points. Aeroquip push/pull style 5600 series (brand name or equal).
C. BOOM REEL TRAILER REQUIREMENTS:
1. Boom/trailer assembly shall be designed to be legally towed on North Carolina state roads and highways without having to remove, dismantle, or store any parts of the assembly.
2. Trailer shall have dual axles with electric over hydraulic brakes.
3. Trailer construction shall be made from welded marine-grade aluminum.
4. Stabilizer jacks forward and aft.
5. Diesel Driven Hydraulic Power Pack
a. Air-cooled diesel engine powered hydraulic system to operate boom reel functions.
b. Diesel engine shall be outfitted with an electric starter and a backup recoil start.
c. Hydraulic unit shall have an aluminum manifold block outfitted with a pressure gauge, an automatic/manual relief valve, and minimum of two (2) extra ports for powering other equipment.
d. Oil reservoir tank shall be constructed out of marine-grade aluminum.
6. Level Winder
a. Powered by the diesel engine hydraulic system.
b. Controlled from same location as the boom reel.
c. Constructed from corrosion-resistant materials.
D. BOOM REQUIREMENTS:
1. The trailer/reel assembly shall be provided with 1,000 feet, in 100-foot sections. of rapid deployment solid floatation boom.
2. The boom shall be, at minimum, 24 inches in height, weighted for fast water rivers, and fitted with ASTM Z, F962 connectors.
E. TRAINING: On-site training accommodating six (6) to eight (8) personnel. At minimum, the training session shall be 6 hours of instruction. Training shall focus on equipment operation, setup, and preventative maintenance.
F. WARRANTY:: Minimum one (1) year warranty, to include materials and workmanship
