About this file
This addendum document is issued by the Orange Water and Sewer Authority (OWASA) in North Carolina and addresses questions submitted by distributors regarding materials for the Booker Creek Road Water Main Replacement Project (Materials Purchase Only), CIP Number 275-20. The addendum clarifies specifications for project materials, including confirmation that 11.25-inch ductile iron bends are 8 inches in size, that an 8-inch ductile iron mechanical joint sleeve (non-welded) is required, and that the quantity of 8-inch DI MJ sleeves has been updated from one to two units. The revised material list includes 2,120 linear feet of 8-inch RJ DI pipe, 120 linear feet of 6-inch RJ DI pipe, 380 linear feet of 2-inch SDR 17 pipe, and numerous fittings, valves, gaskets, tapping saddles, meter boxes, gate valves, and hydrants. Sealed bids are due November 10, 2026, at 2:00 p.m., with mandatory material delivery by December 14, 2026. OWASA indicated that design drawings are available upon request and that bidders should reference the OWASA Manual of Standards, Specifications, and Design; any additional materials beyond the specified list will be sourced from OWASA's warehouse.
All quoted prices must include applicable sales or usage taxes and delivery to OWASA's facilities. Award will be made to the lowest responsive, responsible bidder. All materials must be new equipment conforming to OWASA's Manual of Standards, Specifications, and Design (January 2025 edition). Bidders must submit notarized sealed bids with unit prices, extended pricing on OWASA's bid sheet, and detailed breakdown support documentation. Mandatory compliance documentation includes E-Verify affidavits, conflict-of-interest certifications, Iran Divestment Act certifications, Companies Boycotting Israel Divestment Act certifications, and non-collusion affidavits. All bids remain valid for 60 days pending Executive Director approval. Questions are due November 2, 2026, at 2:00 p.m., directed to Adam Holloway. OWASA reserves the right to reject any or all bids and waive informalities as deemed in its best interest, with the procurement subject to North Carolina General Statutes regarding competitive bidding procedures.

ADDENDUM NUMBER 01
DATE: 10/22/2026
PROJECT: Booker Creek Rd. Water Main Replacement Project (Materials Only Purchase)
OWASA CIP NUMBER: 275-20
OWNER: ORANGE WATER AND SEWER AUTHORITY
TO: ALL SUBMITTERS
This Addendum is to provide answers to questions submitted by distributors concerning the material list for the Booker Creek Rd. Water Main Replacement Project (Materials Purchase Only).
Addendum #01 consists of 3 pages:
Questions:
1. What size are the 11.25° DI bends?
Answer: The required size is 8 inches.
2. Are you installing the 8-inch steel sleeve on steel? Is a welded sleeve required?
Answer: An 8-inch ductile iron (DI) mechanical joint (MJ) sleeve is required. Welding is not required.
3. It appears that an 8-inch DI sleeve is already included on the material list. Should the quantity be updated to two, since one of each is listed?
Answer: The quantity has been updated to two 8-inch DI MJ sleeves. The revised material list is attached to this addendum.
4. Are project drawings or additional material specifications available for review to ensure that pricing includes all required materials and components?
Answer: The OWASA Manual of Standards, Specifications, and Design is available on the
OWASA website. Design drawings can be provided upon request for reference. However, this request is for a quote on the materials specifically listed in the material list. Any additional materials that may be required will be sourced from our warehouse.
