About this file

This is a bond waiver approval email from the Finance Director of the City of Pasadena's Department of Public Works, Building Systems and Fleet Management Division (BSFMD), authorizing the waiver of performance and labor & materials bonds for two formal towing service solicitations. The City is procuring two separate contracts: Heavy Duty Vehicle Towing and On-Call Light & Medium Duty Vehicle Towing, Recovery, and Drive Away Services. The solicitation for on-call light and medium duty towing services was released on April 8, 2025, with bids due by 2:00 pm on April 29, 2025, submitted through the City's eProcurement Portal. The contract will have an initial term of five years from the date of execution. Bidders must meet specific licensing requirements, including Class A, B, and C tow truck certifications from the California Highway Patrol and the California Tow Truck Association, and must demonstrate a minimum of five years of experience providing similar services to cities of comparable size. The scope of work includes on-call vehicle towing and recovery services, flat tire replacement, jump start service, vehicle lock-out assistance, and drive-away transport for various City-owned vehicles, with 24/7 dispatching capabilities required.

The Finance Director approved the bond waivers on February 25, 2025, prior to advertisement, as the solicitations do not involve one-time construction-related projects or costly one-time major repairs. Bidders must submit a Unique Entity Identifier (UEI) from SAM.gov, a Technical Questionnaire, Vendor Questionnaire, and Relevant Experience Form, with failure to provide required documentation potentially resulting in a non-responsive bid. The procurement includes compliance requirements such as the Pasadena Living Wage Ordinance and equal employment opportunity and non-discrimination provisions. No specific set-aside designations for disadvantaged enterprises are noted. The bid includes detailed pricing tables with rates based on mileage and vehicle type, though specific budget ranges are not explicitly stated in the available documentation.

Hi Matt, BSFMD is in the process of drafting two formal solicitations for towing services:

1. Heavy Duty Vehicle Towing

2. On-Call Light & Me4dium Duty Vehicle Towing, Recovery, and Drive Away Services

Given the nature of the work, we are requesting a waiver of both performance and labor & materials bonds before we advertise. None of these solicitations include a one-time construction-related project nor a costly one-time major repair.

Please let us know if you have any questions. Thank you.
