About this file

This file contains construction drawings and technical plans for the Pinellas County School District's Theater Lighting Renovations project at Boca Ciega High School, one of three locations included in the solicitation. The document set comprises electrical details, auditorium electrical demolition and new lighting plans, projection power plans, theater lighting controls, and projection system mounting details, all dated January 29, 2026. The project involves complete removal of existing theatrical lighting systems and installation of new LED fixtures, video projection systems with motorized screens, and house lighting control systems. Deliverables include equipment disconnection and removal, provision and installation of new components with complete programming and functionality, eight hours of operator training with video documentation, patching and painting, and comprehensive closeout documentation including as-built drawings and warranties. The mandatory pre-bid conference for all three locations is scheduled for February 24, 2026, with sealed electronic bids due by 4:00 pm on March 10, 2026 (with a subsequent deadline noted as March 12, 2026 at 2:00 pm), through the District's e-Procurement Portal. Contractor selection will occur between March 11-13, 2026, with Notice of Intent to Award posted approximately April 10, 2026, and School Board approval anticipated for April 14, 2026. The contract period commences upon Notice to Proceed and concludes no later than July 31, 2026, with a maximum duration of 120 days and liquidated damages of $1,000 per calendar day for failure to achieve substantial completion.

The total contract value across all three high school locations is approximately $1,680,000, excluding renewal options, with each location including a separate $50,000 contingency line item with no contractor markup. Awards are made on an all-or-none basis by location to the lowest responsive and responsible bidder. Required qualifications include current Florida Licensed Electrical Contractor (EC or ES) licensure, five years of continuous operation under the same legal entity, and documented evidence of completing a minimum of two comparable theatrical lighting installation projects within the previous five years; all subcontractors must be pre-approved and appropriately licensed. Bid security and proof of General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate are required prior to contract award. All work must comply with Florida Building Code State Requirements for Educational Facilities (SREF), NFPA Standards, UL Standards, the National Electric Code (NFPA 70), EIA/TIA Standards, and OSHA Standards, with materials and equipment required to carry manufacturers' standard warranties and all work warranted free from defects for not less than one year from final completion, with replacement parts available for a minimum of five years after equipment delivery. The District will consider pricing established through State of Florida Department of Management Services contracts and reserves the right to conduct pre-award discussions and verify bidder qualifications. No designated set-aside restrictions for disadvantaged enterprises or minority-owned businesses are noted in this solicitation.
