About this file

This is a Board Memo from the Tampa Sports Authority documenting the results of Request for Qualifications (RFQ) #24-11 for Architectural Design, Review and Administration Services for Amateur Sports Venues. The RFQ was issued on May 23, 2025, with sealed proposals received by the deadline, and a total of seven companies responding. After evaluation, the selection committee ranked the top four proposers due to a tied score: Beck Architecture, LLC; Osports (Osborn Engineering); Harvard Jolly, Inc. dba PBK; and HOK. The firms were evaluated based on criteria including stability and staff resources, experience, suitability of proposed staff, project team capability, past performance, and local knowledge of development and permitting.

The evaluation process involved scoring across six key criteria with maximum points allocated as follows: Stability and Staff Resources (10 points), Experience/Qualifications (35 points), Staff Suitability (20 points), Project Team Capability (15 points), Past Performance (10 points), and Local Knowledge (10 points). The bids were evaluated by Eric Hart (President/CEO), Steve Reed (VP of Sportsplex Operations), and Jim Garrison (VP of Golf Operations). The Procurement Department reviewed all proposals and recommended qualifying the top four proposers as the most responsive and responsible. The recommendation does not guarantee performance, and the selected firms will be included in future proposals for design and construction administration of amateur sports venues by the Tampa Sports Authority.
