Sole Source Justification Simplified Acquisition Threshold

1. In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the following product(s) / service(s) are available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available.

Product(s) / Service(s):

2. This acquisition is restricted to the following source:

Company:

Company Address:

Company Point of Contact (phone number and e-mail):

3. Total Estimated Cost:

4. Required by Date:

5. Justification (check applicable, and provide additional information in the sections below):

Urgent and compelling need exists, following fair opportunity procedures would result in unacceptable delays (explain serious injury, financial or other, to the Government the delay would result in).

Specific Characteristics of the Item or Service

5.1 Urgent and Compelling Need (explain serious injury, financial or other, to the Government if delayed):

One (1) Phantom V2512 High Speed Video Camera:

MONOCHROME 72GB MEMORY, 12-BIT, 1US, CINEMAG COMPATIBLE

OPTION, ADD FAST OPTION TO NEW PHANTOM V2512

Other accessories such as a tripod and various types of lens and filters are also required.

5.2 Specific Characteristics of the Unique or Highly Specialized Item or Service:

6. Check all applicable statements:

The material or service must be compatible in all aspects (form, fit, function) with existing systems presently installed. The new product(s) / service(s) must coordinate, connect, or interface with existing systems.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are "direct replacement" parts/components for existing equipment.

6.1 Compatibility Statement:

6.2 Copyright / Proprietary Data / Licensing Agreement Statement:

This camera will be used in conjunction with a Phantom 2511 to perform stereoscopic imaging of Railgun projectiles moving at >Mach 7 speeds (larger than 2500 meters per second or 5592.3 miles per hour). Because this application requires absolute compatibility, no other brand can be used for this purpose.

The differences between the Phantom 2512 and the Phantom 2511 are the internal memory configuration options, the CineMag technology, redesigned back-panel and multi IO, and slightly larger S/N sensitivity. None of these differences preclude implementing stereoscopic imaging.

7. Brand Name (if applicable, detail why the procurement is restricted to a specific brand name manufacturer):

8. Additional information supporting a sole source acquisition:

One of the required functionality for this camera is to perform stereoscopic video imaging of a one-time-event such as a Railgun projectile firing. For stereoscopic video to work, two simultaneous video captures of the same object taken at slightly different angles are viewed together, creating an impression of depth and solidity. For fast video capturing, the two cameras require absolute synchronization, at rates ranging from 25,000 frames per second to 1M frames per second.

The Naval Postgraduate School owns the same or similar Vision Research High Speed Video Cameras, so it is possible to put together a 3D stereoscopic video camera system. Using different branded cameras will not meet this functionality.

Market research identified a two-camera system with the specifications provided in section 5.2 costs from $220k (Vision Research) to $400k (Specialized Imaging's low-end Kirana-01M camera). In addition to increased cost of a two-camera system, the Kirana and Phantom cameras are incompatible. The Kirana camera has a lower maximum resolution and greater exposure time compared to Phantom 2512, which renders them incompatible.

Thus, Vision Research Inc.'s Phantom 2512 High Speed Video Camera is the only camera that meets the Government's minimum requirements.

The Naval Postgraduate School operates a Railgun Laboratory to support the development of new Railgun technologies. Within the research there is currently a need to enable high speed video imaging of projectile shots to better understand what occurs during these events. The Phantom V2512 high speed camera will be capable of framing rates of 2500 frames/second at image resolution of 1280x800 pixels and 677,600 fps at 128 x 32 resolution.

This information will be used to better understand what occurs during the projectile shot. In addition, operating two cameras in synchronicity will allow us to determine material failure in real time.

The use of any other type of camera from another manufacturer would result in unacceptable delays and more costly additions, modifications, and/or training which will affect project deadlines and Navy student graduations.

CERTIFICATION

I certify that the statements and information provided above are complete and accurate to the best of my knowledge in accordance with FAR 13.106-1(b)(1). The facts of this acquisition preclude the use of full and open competition.

The requested item(s) and/or service(s) represents the minimum requirements of the government.
