Requirements:
Control and operational wiring for all hoist movement shall be wired via the festoon cable from the radio control unit mounted on the bridge control box. Hoist 460v motor drive power and 115v control power shall come from the bridge control transformer via festoon cable provided with the bridge crane. Any j-boxes required for cable and wiring connection shall be pre-installed from the factory.
No paint is required on rolling surface.
Vendor should provide interconnect schematics, installation manuals, service manuals, operating manuals.
Bridge crane/hoist/trolley assembly shall be wired and tested at the factory for proper operation prior to shipment. Provide documentation for the factory testing.
All control wiring shall be properly labeled for ease of reconnection for installation.
Vendor should provide design drawings and specifications for approval prior to starting production.
Bridge cranes must be labeled with rated weight load capacity on both sides.
Crane shall meet requirements of ANSI specification MH27.1 and CMMA specification No.
74. Deflection limit L/600.
Left-hand and Right-hand handing reference: the front of bridge crane is where the main control panel is situated, and it is located on right-hand side. Right-hand and left-hand designations for overhang are referenced from this front-facing position. For all bridge cranes the runway conductor is located on right-hand side.
Bridge crane and truck wheels width must avoid interference with splice plate bolt head/nut.
If a bridge girder requires coping to the end truck connection, then the maximum vertical distance available between the wheel tread line and the top of the crane girder (including any component on the girder) is 6".

No paint is allowed on rolling surfaces to avoid paint being rubbed off of steel surface as it is potential FOD.

All running surfaces such as end trucks rails and wheels shall be fabricated with hardened carbon steel for greater wear resistance.
Vendor shall provide all necessary wiring between the bridge control box and hoist.
Vendor shall provide documentation on successful factory load and functional testing of the crane/hoist system.
Vendor shall provide design drawings and specifications for approval prior to starting production.
Vendor shall submit crane system specifications prior to contact award/purchase to review bridge meets the specifications described above.
Bridge must be labeled with rated weight load capacity on both sides.
Crane shall meet requirements of MMA and ANSI specification MH27.1 for patented track underhung cranes and monorail systems.
The Estimated Value of this acquisition is $876,225.26

The 76 MXSG is in the process of installing overhead cranes for PMXG Flexible Manufacturing System (FMS) shop located in building 3001. One of the critical features of facility is the hoist lift capability for the shop. The procurement of ACCO/Louden bridge cranes is the key component to adding lift capability for the production shop. In the past, all bridge cranes hoist/trolley systems installed and designed by MXSG utilized ACCO/ Louden brand components. Maintaining this standard across production shops is vital for several reasons.
Uniform ACCO/Louden crane system throughout the production shops allows for reutilization of parts and to facilitate speedy relocation of these shops within the organization and other buildings. In addition, the tradesman tasked with maintaining crane and hoist/trolley will use less time to repair/relocate, and this leads to smaller production downtimes for end users. Altering the current MXSG crane design for this specific project would not only complicate the reuse of existing components but would eliminate the gains made by having a standardized bridge crane design in accordance with the “AFSC way.”
Furthermore, deviating from the ACCO/Louden standard would result in the following direct cost increases and operational delays:
Project 25E030 would require a complete redesign of the bridge crane system, the redesign of the crane rail electrification at a cost of approximately 120 engineering man-hours billed at $185/hr. for an added cost of $22,200. This would also add production schedule delays in PMXG FMS shop. In addition, MXSG will require several hours of training for maintenance of non-standard bridge crane systems.
ACCO/Louden is the only brand that can provide bridge cranes and hoists that would meet 76 MXSG Project 25N007. Also, parts from a different brand may not meet performance requirements without undergoing complex engineering re-design and re-verification. Thus, parts from a different brand would create a significant compatibility risk that could translate to unplanned labor and material cost.

The contracting activity (AFSC/PZIM Tinker) will be required to make an individual determination of price fair and reasonableness IAW FAR 13.106-3(a) (simplified acquisitions). Some methods that may be used (where applicable) will be market research, comparison of the proposed price with prices found reasonable on previous purchases, current price lists, catalogs or advertisements, comparison with similar items in a related industry, the contracting officer's personal knowledge of the item being purchased, comparison to an independent Government estimate or any other reasonable basis. Other than certified cost or pricing data can be requested from the contractor and used for justification.
Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333923) looking for companies that could provide a M26-109 Overhead Bridge Crane System and M26-111 Replace 1 Ton Crane with 3 Ton Crane. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a M26-109 Overhead Bridge Crane System and M26-111 Replace 1 Ton Crane with 3 Ton Crane.
GSA eBuy RFQ1786659 went out to (6) vendors and resulted in zero (0) ROM.
Following an online search, four (4) vendors were identified as potential suppliers capable of meeting the specified requirements. I stated four (4) vendors because it's the same company that provided the four
(4) ROMs for M26-109 and M26-111 a total of eight (8) ROMs.
