About this file
This Single Source Justification (Simplified Acquisition) document from the 22d Contracting Squadron justifies the procurement of a Nove 50-100i series laser wire marker for the Air Force's Electrical & Environmental (E&E) career field. The current CAPRIS 50-100PCS laser wire marker, specified in Technical Order 1-1A-14, will have manufacturer support discontinued in CY26, necessitating a replacement to maintain operational capabilities.
The document details efforts to find alternative solutions, noting that independent government investigations have not identified an equivalent part. The Air Force Career Field Functional Manager recommends the Nove 50-100i series as a direct replacement, aiming to standardize laser wire marking across E&E sections. The contracting officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The procurement is proactively planned to prevent a lapse in operational capability and ensure long-term supportability, with ongoing market research to explore potential future alternatives.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 22 Contracting Squadron
Project/Program Name: Laser Wire Marker
Purchase Request / Local ID Number: FA46215183AW01
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
The 22d MXG needs a laser wire marker compliant with various standards. Current regulations (IAW 1-1a-14, Chapter
8) specify the "CAPRIS 50-100PCS (3611-99-968-3679) or equivalent." However, the manufacturer (Spectrum Tech) will discontinue support for the CAPRIS 50-100PCS in CY26. The Career Field Functional Manager recommends the Nove 50-100i series as a replacement, aiming for standardization across Air Force Electrical & Environmental shops, though formal guidance is pending.
Section C: Justification for Soliciting from a Single Source or Brand Name
Brand Name Justification for Nove 50-100i Series Laser Wire Marker
This document provides justification for the procurement of the Nove 50-100i series laser wire marker, ensuring continued compliance with Air Force regulations and promoting standardization across the Electrical & Environmental (E&E) career field. Currently, Technical Order 1-1A-14, Chapter 8, requires the use of "CAPRIS 50-100PCS (NSN 3611-99-968-3679) or equivalent." However, Spectrum Tech, the manufacturer of the CAPRIS 50-100PCS, will discontinue technological support for this legacy system effective CY26. The Nove 50-100i series represents the manufacturer's direct replacement and is the recommended solution by the Air Force Career Field Manager (AFCFM) to standardize laser wire marking capabilities across all E&E sections. While written guidance is anticipated, proactive procurement of the Nove 50-100i series will prevent a lapse in operational capability and ensure long-term supportability.
Section D: Efforts to Obtain Competition
Independent investigations conducted by the Government have thus far failed to identify an acceptable equivalent for the part number specified in the applicable Technical Order. In an effort to broaden the search for viable alternatives, contact has been established with Tri-Star Tech. The Air Force Career Field Functional Manager (AFCFM) is currently evaluating available laser marking systems and has not yet made a final determination; however, the Nova 50-100i series is presently the leading candidate.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Each iteration of this type of purchase we are required to validate the market place and ensure that there are no other systems or contractors emerging in the market.
