SUBJECT: Brand Name Justification for S21-040 Power Supplies
1. The 76 SWEG is procuring replacement power supplies to provide precise amounts of direct voltage and current in response to a unique resistive-to-voltage command and control system controlled by software programs in the automatic test system, which ultimately is used to functionally test and fault isolate the Unit Under Test. Special functions and features are included to satisfy various test and safety functions. These highly specialized power supplies developed for and as part of nuclear safety requirements, were developed by Ametek Programmable Power Inc., and meet or exceed the specifications of the old power supplies. Use of any other power supplies would create an unacceptable estimated 24-month in in delay and duplication of costs associated with certification and testing.
2. Market research was performed reviewing Dynamic Small Business Search (DSBS) using North American Industry Classification System (NAICS) Code (335999) in conjunction with keyword “Ametek” three (3) vendors met that criteria and ROMs were requested. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide power supplies. RFQ was submitted to GSA, RFQ ID: 1482978. The RFQ was sent to 84 vendors and one (1) vendor responded with a ROM. I submitted an RFQ request on NASA SEWP # 187906, one (1) vendor responded with a ROM. One (1) ROM was submitted by the customer with the initial package and verified in DSBS as a small business vendor. In review, I have provided three (3) small business sources who have provided a ROM that can provide this commodity for this acquisition. All three (3) vendors were verified as being active in System for Award Management (SAM) database.
3. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
