About this file
This announcement is for Phase II of a solicitation to select an Architect-Engineer Multidiscipline firm through a competitive process to provide planning, design, and construction administration services for the new Smithsonian Institution's Bezos Learning Center project. Firms must submit conceptual site plans, building renderings, and a BIM model by June 28, 2022 suitable for public display and review by the selection panel. The design concept should demonstrate an understanding of the site context and program requirements including honoring the space race era and connecting the new building to the existing museum facilities. Selection criteria include the proposed design concept, how the building content ties to museum themes, framing the visitor experience both inside and out, connecting the new building to the museum, and positioning the space as a nexus for creativity and innovation. The top-ranked firm may be invited to prepare a full design proposal for the project.

PHASE II BLC INSTRUCTIONS
Firms must submit and present a design concept for the BLC within 60 days of receiving these instructions. The submission will be limited to a BIM model, suitable for the Smithsonian to use to create a 3D printed model, rendered conceptual site/building plans, and exterior renderings.
The submission should include preliminary analysis of site, context and the existing building to demonstrate how they inform the team’s conceptual design. It is not intended that the concept submission is a final solution or ‘the’ design to be implemented rather it is an indication of the team’s design concept and a demonstration of the firm’s understanding of the opportunities and constraints of the project in relation to the existing museum and the National
Mall context. Extensive interior views are not required. Phase II must:
1) Provide context site plan showing entire NASM block, all surrounding streets, landscaping, hardscape, sidewalks and adjacent properties surrounding the NASM site.
Of particular importance is the western edge of NMAI, the southern side of the Mall and
Jefferson drive, and the northern side of DOE, Eisenhower Memorial and Independence avenue.
2) Provide conceptual elevations and perspectives that show the addition in context with existing NASM and adjacent NMAI.
3) Provide a two page narrative describing your approach to the design and how the design integrates into the site context and addresses the BLC program requirements of: Concept, Content, Framing, Connection, Environment and Positioning.
Selection Criteria (equally important):
1. Concept
At a minimum, submitted design concepts must embody an exciting new mission for the
BLC; honor the space race era; respect the more classical facades of neighboring museums, the Hirschhorn, and the National Gallery of Art; and include the BLC
Ideation Objectives listed in this solicitation.
2. Content
Tying museum content to the architecture – depict or represent the Age of the Universe or Solar System in the Design.
3. Framing
Frame the experience – inside and out – showcase learner projects and outputs from experiences that take place within the BLC via ‘treasure box’ style look ins –
Transparent walls bring the experience to the exterior.
4. Connection
Connecting the BLC to the museum – Second floor bridge
5. Environment
An environment that energizes learner – with features to showcase learner’s work –
ChanVC Typewriter Attachment 1 present the museum’s collection, outside views to frame and inspire learning, & a flexible interior.
6. Positioning
Position the space as a nexus where creativity and innovation take place - exploring how largescale, exterior projections of coordinated patterns, images and narratives can serve as a beacon of wonder and awe.
Submission Requirements:
1) Two 32” X 40” 3/16” inch foam core mounted renderings. Minimum one perspective and one site plan. Multiple perspectives/renderings on each mounting are acceptable.
2) BIM model must include BLC, plaza, eastern wing of NASM and be suitable for SI to create a physical 3D printed model (IFC format would be appreciated).
3) Electronic submission of renderings and narrative suitable for posting on public website with all proprietary data removed.
The renderings, BIM and a 3D printed model (created by Smithsonian from the submitted BIM) will be anonymously displayed for public viewing during the selection process, and before the presentation and interview. The public viewing will be both in-person at a physical Smithsonian location and virtually through the NASM Website. The firms will be required to present their design and approach to the selection panel during an interview with questions and answers. The selection panel will deliberate after the conclusion of the public viewing, presentations and interviews and ask the top-ranked firm to prepare a proposal for the BLC design contract.
A file transfer site has been established for the National Air and Space Museum design documents, reports and other info to assist firms with development of the concept. A separate link to the information will be sent via email to each of the firm’s POC that were listed on the
SF330 Part II.
Firm shall deposit their electronic submissions using the dropbox link provided below https://www.dropbox.com/request/JsUvMBtqkVhLpz1beKgS
