About this file

This is a site map document for irrigation services at the Minnesota State Emergency Operation Center (MSEOC) Blaine facility, which is part of a formal Request for Proposal (RFP) issued by the State of Minnesota for lawn care, landscaping, and irrigation system services for the Bureau of Criminal Apprehensions (BCA) Mankato and MSEOC Blaine facilities. The RFP requires responses to be submitted electronically through the SWIFT Supplier Portal, with a mandatory virtual pre-proposal meeting scheduled for October 16, 2026, from 1:30-2:00 PM CT and a mandatory site visit to the Blaine facility located at 3925 Pheasant Ridge Drive NE, Blaine, MN 55449, on October 19, 2026, at 9:30 AM CT. The contract term is anticipated to run from March 1, 2027, through February 28, 2029, with options to extend up to an additional 36 months in increments determined by the State. Prospective contractors must register with Kara Ramm at kara.ramm@state.mn.us prior to the specified deadlines to attend the pre-proposal meeting and site visit.

The estimated total dollar value of the contract for one year is $40,000 to $50,000, though this figure is not to be construed as either a minimum or maximum obligation. All quantities referenced in the solicitation are estimated only and do not impose binding obligations on the State. Services must comply with the specifications, duties, and scope of work outlined in Exhibit C and illustrated on facility maps included in the sample contract and exhibits. Late responses will not be accepted, and all submissions must be made electronically; faxed or non-electronic responses will be rejected.
