About this file
This document is an addendum for a solicitation issued by the Gwinnett County, Georgia for the purchase of medical supplies on an annual contract. The solicitation requests bids for a variety of respiratory, immobilization, cardiac/medical electronics, examination, trauma, and IV access supplies, with approximate annual quantities provided. Bidders are not required to bid on all items, and the contract will be awarded by line item. The deadline for submitting proposals is November 22, 2024. Gwinnett County requires pricing to remain firm for the initial term of the contract, with the option to renew for up to four additional 12-month periods. The addendum also provides responses to questions submitted by potential bidders, including clarification on substitutions, packaging, and pricing requirements.
Gwinnett County does not require certificates of insurance or bid bonds. The current bid tabulations from the previous contract term are provided as attachments. Bidders must list any percentage increases or decreases for the renewal options on the provided bid schedule. Failure to hold firm pricing for the initial term will result in the bid being deemed non-responsive.

Purchase of Medical Supplies on an Annual Contract

Revisions:
R1. BL122-24 Bid Schedule, line item #118: DELETE the existing line item description and REPLACE with: 6” I.V. extension set with bonded needless luer connector, Kenaflexx #439006, or approved equivalent.
R2. BL122-24 Bid Schedule, line item #21: DELETE the existing line item description and REPLACE with: Oxygen, nasal cannula- 7ft non-kink – Ever Ready #144175, or approved equivalent.
Please see the below summation of questions and answers for the above solicitation.
Questions:
Q1. Can the County share the current price being paid for the items on the bid?
A1. Please see the attached BL108-19 Bid Tab.
Q2. Would Nomoline nasal/oral EtCo2 sampling line (Masimo PN 4459) be an appropriate equivalent for line item #84? Our company’s product is listed for the next line item #85 for the intubated sampling lines as well.
A2. Yes. Masimo 4459 would be appropriate.
Q3. Are certificates of insurance and/or bid bonds required?
A3. Neither are required.
Q4. Can suppliers choose certain items on which to bid?
A4. Yes. Suppliers are not required to bid on all items.
Q5. Regarding where a Unit of Measure other than EA is listed under “Approx. Annual Qty.”: for instance, line item #95, is the Total Calculation for 500 Boxes of 100/Per BX (50,000 hypothetical EACHES)? Or, another example: line item #104: is the Total Calculation for 600 Bags of 200/Per BG (120,000 hypothetical EACHES)?
A5. Correct.
BL144-24 Addendum #1 Page 2
Q6. If an item is not sold as a 1/EA, but rather a 25/BX, is the application of this to put the price of the 25/BX in column “Cost of Smallest Unit Available for Purchase”, but in the following column “Cost of Lowest Unit of Measure” to still show what the hypothetical “EACH” price is? Then, the Total Price should be calculated by multiplying the hypothetical “Cost of Lowest Unit of Measure” by the total hypothetical EA quantities produced? For example, is the Total Calculation for line item #104 for 120,000 hypothetical EACHES equal to 600 Bags of 200/Per BG?
A6. Yes. The County anticipates using approximately 120,000 “eaches” of gauze per annual term.
Q7. Regarding line item #53: is this a request for the MAD device with “no syringe” or “with syringe” version? Which syringe version is needed?
A7. “No syringe” is the desired product.
Q8. Regarding line item #118: can more specification be given for this item? Our company is having trouble finding this item online to consider an equivalent item offer.
A8. See R1.
Q9. Forecasting future cost changes manufacturers will incur and enforce on their products is not confidently possible. Is assessing item price changes and presenting price changes to Gwinnett County 30 days prior to renewal an acceptable option instead?
A9. No. Suppliers should list their renewal percentage increases or decreases on BL122-24 page 13. Gwinnett County requires pricing to remain firm for the duration of the initial term of the contract. Failure to hold firm pricing for the initial term of the contract will be sufficient cause for Gwinnett County to declare bid non-responsive. Unless otherwise noted, quoted prices will remain firm for four (4) additional 12-month periods. If a percentage increase/decrease is a part of the renewal options, suppliers should list this information on BL122-24 page 13.
Q10. Items replacing discontinued items most often have varying cost compared to the original item. If items are discontinued during the term, can the process to replace the item be to offer Gwinnett County a replacement item and pricing for review/approval on a case-by-case basis?
A10. Substitute or alternative items would need approval from the Department. Substitutes or alternative items would need to honor pricing specified in the contract.
Q11. Can the County please clarify that the “Cost for Lowest Unit of Measure (I.E. Cost per Each)” column can be more than two (2) decimal points and that the Cost of Smallest Unit Available to purchase must be only two (2) decimal points? If suppliers have to round up the lowest UOM Each column, the County will be paying more due to rounding issues. For example, line item #91 Lancets: if the supplier’s price per box of 100 is $9.70, the supplier would have to round to $0.10 each, making the box price $0.30 higher. This is just one example of several items that this would affect (Needles, syringes, bandages, etc.)
A11. Suppliers have autonomy in whether they round up or down. In the example provided, the cost of “Smallest Unit Available for Purchase” would then be $10.00 based on $0.10 “Cost of Lowest Unit of Measure.” Alternatively, the supplier could choose to sell at $0.09 per each and the box of 100 would be $9.00 per box.
BL144-24 Addendum #1 Page 3
Q12. Is there an Excel copy of the bid schedule available?
A12. No.
Q13. Can the County share the previous bid tabulation for medical supplies?
A13. See attachments.
Q14. For line item #21 (Oxygen, nasal cannula- 7ft non-kink - Rusch 8267565, or approved equivalent), would Gwinnett County please confirm the part # and description for this line?
The part # provided appears to be for an NPA.
A14. See R2.
Q15. Items have been listed in the Bid Schedule by group/section. Will this solicitation be awarded by group/section?
A15. No. this bid will be awarded by line item. Similar items may be awarded together. See BL144-24 Inv, Section IV. Award.
Q16. Regarding line item #118 - Venoset 6" Kenaflexx 419015 or equivalent: this description is incorrect for that product code. The Kenaflexx 419015 is an IV Administration Set, not an extension set. What is the County actually looking for: an IV Admin Set or an Extension Set?
A16. See R1.
Q17. Can the County provide additional descriptions for line items #4-11 (current manufacturer spec code and additional description of the products, case packaging, details on materials type)?
A17. Product is Kentex brand, manufactured by Kentron Health Care. Codes for item #4-11 are
MC35104LE, MC35103LE, MC35101LE, ML36103LE, ML36102LE, ML36101LE,
ML36100LE, and LH15000C, respectively. Blades are one time use only, disposable, with LED light activated when secured to laryngoscope handle. Handle is reusable with replaceable C-cell battery(ies).
Q18. Can the County provide a copy of the 2022 & 2023 Bid Tabulations?
A18. See attachments.
Q19. Is it required to bid on all items?
A19. See A4.
Thank you, Casey Beauston Purchasing Associate II
