About this file
This document is an addendum for the solicitation BL091-24, HVAC System Maintenance and Repair Services issued by the Gwinnett County Board of Commissioners. The addendum revises the covered equipment list to include five walk-in coolers and five walk-in freezers, and clarifies that preventative maintenance will be performed according to manufacturer recommendations. It also addresses questions related to the previous contract, DBE goals, the definition of "comprehensive", and responsibility for filters and belts. The addendum notes the possibility of two upcoming projects - upgrading the BAS to Tracer SC+ and replacement of AHU #3. A revised covered equipment list is attached.
The solicitation is for a new annual contract to provide HVAC services for the Gwinnett County Sheriff's Office. Gwinnett County does not have a preference program for this procurement. The Sheriff's Office has been handling these services in-house or through other county contracts, and the awarded contractor may be asked to assist with filter and belt replacement, though the Sheriff's Office will provide the filters and belts.

II. Questions and Answers
Q1. Was there a previous contract in place for these services? What company was being used for Eddy current testing?
A1. The Sheriff has been handling these services in-house or piggybacking from other Gwinnett County contracts as needed. This solicitation is for a new annual contract that will cover HVAC services for the Sheriff’s Office. The Eddy current testing is performed by TAI Services Inc.
Q2. Is there a DBE goal or set aside for this bid?
A2. Gwinnett County does not have a preference program.
Q3. Please define “comprehensive”.
A3. Comprehensive Preventative Maintenance Services means that for the stated monthly dollar amounts, the selected Contractor shall provide all specified or scheduled preventive maintenance, inspections, and condition reporting required to maintain the specified HVAC equipment in proper and adequate operating condition at the specified facility locations. There shall be no additional costs to the County for these services.
Q4. Are you providing detailed preventative maintenance (PM) directions?
A4. Preventative maintenance will be done according to manufacturer recommendations.
Q5. In the invitation, it states that the contractor will provide and replace filters and belts (see Pg 3, Sec 2, Para 2). The invitation also mentions that the Sheriff’s Office replaces filters in-house (see Appendix C, Item 8). Is the Sheriff’s Office staff going to purchase and install filters and belts or is it the contractor’s responsibility?
A5. Sheriff’s Office staff will purchase the filters and belts. However, the Sheriff’s Office may ask the awarded contractor to help in the replacement of filters and/or belts. The filters and belts will be provided by the Sheriff’s Office.
Q6. In the invitation, it states that the contractor will provide and replace filters and belts (see Pg 3, Sec 2, Para 2).
