About this file

This is an Addendum #2 issued by Gwinnett County Department of Water Resources on July 20, 2023, for the Combined Dams Ten (10) Outlet Works Rehabilitation project (BL087-23), which involves major maintenance and repairs to outlet control structures and principal spillways at ten NRCS dams located in Georgia (sites H-3, H-21, H-22, H-25, Inverness Dam, M-7, N-1, TM-1, Y-3, and Y-16). The project scope includes replacement or repair of low-level drain gates, maintenance gates, concrete repairs, wildlife passage gates, spillway pipe lining, and safety improvements such as platforms, railings, and access ladders. Modifications to the bid form include adjusting Fish and Aquatic Species Management from 10 to 9 sites, breaking down Dewatering and Water Control into five sub-items (5a through 5e) based on site-specific conditions, changing the unit of measurement for Silt Fence to linear feet and Asphalt Resurfacing to square yards, and adding three new owner-directed unit price items for underwater joint sealing, interior infiltration remediation, and exterior infiltration remediation. The anticipated notice to proceed is October 2023, with work to be performed in the dry at all sites except Inverness Lake Dam.

The addendum provides comprehensive answers to 31 bidder questions, including clarifications on permit responsibilities, geotechnical testing requirements, water control alignment procedures, lake surface areas and storage volumes, maximum drawdown rates of one foot per day, contractor field office requirements, and equipment specifications such as welded stainless steel grating for trash racks. Key responses address dewatering methods at different dam locations, compensation mechanisms if low-level gates prove non-functional, ongoing water supply requirements for golf course irrigation at Dam N-1 (72,000 gallons per week year-round), and clarifications on concrete cleaning and coating requirements for outlet control structures. A plan holders list current as of July 14, 2023, identifies 20 prime contractors and associated contacts who have received bid documents, and the updated bid form contains 48 base line items and 8 owner-directed unit price items organized in two sections with estimated quantities ranging from 1 lump sum to 7,960 linear feet.

The work would be performed if directed by the Owner.

M7. Make the following changes to the bid form.

A new measurement and payment line item A8 is added under Owner Directed Unit Price Items. The unit of measurement for Exterior Remediation of Active Infiltration is Lump Sum and shall include all materials, equipment, labor, and other incidentals associated with the remediation for exterior remediation of a principal spillway pipe (Bid Form A.8).

The work would consist of localized excavation, exterior pipe repairs (or alternative approved methodology), and restoring the excavated area to pre-construction conditions or better. The work would be performed if directed by the Owner.

II. Questions:

Q1. Will both Construction Materials Testing & Inspection and Geotechnical Engineering be part of the scope of work?

A1. Yes, backfill and excavation testing are included as part of the scope of work. The

Contractor may elect to utilize a professional geotechnical engineer as their professional engineer to meet the requirements of Construction Specification 11 for "Removal of Water”.

Q2. Will it be Gwinnett County selecting the winning firms or will this be handled by the

Contractor?

A2. The Gwinnett County Department of Water Resources will be evaluating the bids submitted and may present to the Gwinnett County Board of Commissioners for approval of award.

BL087-23 PAGE 3

Q3. If it’s Gwinnett County, what can be done to obtain a task order through our Comprehensive Materials and Field Testing and Miscellaneous Services Annual On-call Contract (GCID#20211121) for this project?

A3. Gwinnett County selects firms listed in the Gwinnett County Comprehensive Materials and Field Testing and Miscellaneous Services Annual On-call Contract (GCID#20211121) based on the requirements of the project and recommendations of the design engineer.

The BL069-21 project is advertised to select a contractor for scope outlined in the Combined Dams (10) Ten Outlet Works project bid documents. Construction materials testing will be performed under a separate material testing contract to be awarded by Gwinnett County at a later date.

Q4. If it’s the Contractor, who would likely be bidding this work? May I receive a list of Contractors with contact information?

A4. Please see the attached plan holders list as of July 14, 2023.

Q5. When it comes to bypassing this dam, the discharge hoses will cross over the cart path in two separate spots. Will the golf course allow this? There is an option of using a road crossing on the golf path where we were all standing but at the bottom where it will cross again, it is too small.

A5. The alignment of the discharge hose for bypass flows may be adjusted as needed.

Crossings should allow for pedestrian and golf cart traffic. The selected Contractor should include language on the locations of their water bypass lines in the Water Control Plan.

Q6. Please provide the size of each lake.

A6. Normal pool surface areas and storage volumes of each lake, with the exception of TM-1, are provided from the original As Built Drawings and dam design reports and are listed below. The lake areas provided in the Fish Stocking and Removal specification were based on Google Earth aerial imagery based on the date of the image and may differ and are also provided below for all dams besides H-21 and Inverness:

Lake Name Normal Pool Surface Area (Acres) – As

Built

Approximate Lake Surface Area (acres) from Aerial Imagery

Normal Pool Storage Volume (Acre-ft)

Lake Wellbrook (H-22) 8.6 8 24

Q7. How many feet is allowed to be lowered per day?

A7. Per Technical Specifications Section 31 23 19, “Maximum rate of drawdown at any site shall be 1-foot per day, and the embankment slopes and reservoir rim shall be monitored for signs of instability during initial drawdown, and while the lake is in a lowered condition.”

BL087-23 PAGE 4

Q8. Except for the Inverness Lake Dam, is it the County’s intent to have all the work performed in the dry (impoundments drained) or can some of the scope be performed underwater? If so, what activities can be performed wet?

A8. All sites excluding Inverness require work to be performed in the dry.

Q9. When does the County anticipate issuing a notice to proceed for this project?

A9. The County anticipates issuing a notice to proceed for this project in October 2023.

Q10. Will the contractor be required to furnish a temporary field office for the County’s use during construction of this project?

A10. The contractor is not required to furnish a temporary field office during construction. The contractor is still responsible for complying with any permit responsibilities related to keeping approved copies of the design plans and specifications available on site.

Q11. Please furnish the full pool surface area of all ten impoundments.

A11. Refer to Q6 and A6, for the normal pool surface area of each Lake.

Q12. What permits will be obtained and paid for by the contractor.

A12. Per Technical Specification Section 01 41 00 and Supplementary Conditions, the contractor shall obtain any required permits except for the following, which shall be obtained by GCDWR:

• United States Army Corps of Engineers (USACE) Nationwide Permit 3 for Maintenance

• Gwinnett County Planning and Development – Floodplain Permitting

• Exemption

• US Fish and Wildlife Service (USFWS) coordination – Official Species List report

• National Resource Conservation Service (NRCS) coordination

• NPDES Permitting Exemption (where less than 1 acre is disturbed)

• Georgia Department of Natural Resources Stream Buffer Variance exemption

• Georgia Safe Dams Program Permitting exemption

Q13. On Sheet S-5 for the Y-16 Dam, Note 2 referencing the low stage trash rack says that the grating should be welded stainless steel. Welded stainless steel grating is not a real thing (at least from all the major suppliers). The alternative is swage locked stainless-steel grating. (Such as Ohio Grating 19 SG-SS4). Will this grating be acceptable for use in this application and for the high stage trash rack?

A13. In this application, welded stainless steel is the minimum requirement and it is produced by some manufacturers as indicated below:

• Welded Stainless Steel Grating | Indiana Gratings (indianagratingsinc.com)

• Heavy-Duty Welded Bar Grating | McNICHOLS®

Q14. Most of the outlet structures call for replacement of the existing trash racks and gratings

“in kind” with new stainless-steel components. Please furnish the size and types of these components for each location or provide old drawings/details for the existing structures.

A14. As built/design drawings for each site can be found at Bids and RFPs - Gwinnett | Gwinnett County.

BL087-23 PAGE 5

Q15. (Reference Technical Specification 33 01 30.73, Cured In Place Pipe) Part 3.1-I, states that “Prior to beginning installation, the Contractor shall confirm that active infiltration (if any) has been stopped. Active infiltration may be remediated by injection grouting from pipe interior via robotic equipment or approved equivalent methodology as approved by the Engineer.” Would the County consider adding an allowance for remediating possible active infiltration into the PSP since there is no possible way the bidding contractor can ascertain the extent of this activity?

A15. As directed by the Owner, if active infiltration is located along the pipe where an exterior repair would not be feasible (i.e., excavation would be greater than five feet), the infiltration may be remediated by injection grouting from pipe interior via robotic equipment or approved equivalent methodology as approved the Engineer. Additional details are provided as Addendum A2 Modification M6.

As directed by the Owner, if active infiltration is observed near the outlet or inlet where excavation to repair the pipe from the exterior would be feasible (i.e., excavation less than five feet), an exterior concrete repair shall be performed or approved equivalent methodology as approved by the Engineer. After the repair, the site shall be restored to pre-construction conditions or better. Additional details are provided as Addendum A2 Modification M7.

Q16. Will compensation for vegetative restoration of all site access routes (lake, upland, downstream, etc.) be paid under Bid Item 20, “Seeding” and/or Bid Item 21 “Sodding” by the square yard?

A16. Compensation for vegetative restoration associated with site access routes shall be paid under Bid Item 20 (Seeding) and/or Bid Item 21 (Sodding).

Q17. (Reference Bid Form) Bid Item 4, Fish and Aquatic Species Management has an estimated quantity of 10 LS. Since the awarded contract is only required to lower the normal pool at the Inverness Lake Dam by 3.0’ will this activity be required? If not, shouldn’t the estimated quantity be 9 EA?

A17. Yes, the bid form is updated to 9 sites requiring fish removal.

Q18. (Reference Bid Form) Bid Item 17, Silt Fence has an estimated quantity of 10 LS. Would the County consider changing the unit of measure to LF (lineal feet) to more accurately reflect the amount installed?

A18. The County will change the bid item 17 unit of measure to linear feet (LF). Please see updated bid form for quantity.

Q19. Please confirm that cured in place lining of the PSP will not be required at H-21 and

Inverness Lake Dams?

A19. Inverness and H-21 do not need a CIPP.

BL087-23 PAGE 6

Q20. (Reference Bid Form) Bid Item 48, Asphalt Resurfacing is set up as a lump sum item with a quantity of 1. At this point in time there is no way the contractor can determine the area or depth of asphalt replacement to bid on this activity as a lump sum. Would the County consider changing the unit of measure to SY (square yards) at a maximum thickness to more accurately reflect the work to be installed?

A20. The bid form is updated to specify square yards (SY) as the unit of measurement for bid item 48. The maximum thickness of asphalt resurfacing is specified as 2” of intermediate course and 1.25” of surface course. The quantity listed in bid item 48 refers to only the limits of asphalt re-surfacing specified in the H-21 plans. Any other damage to asphalt surfaces (neighborhood streets and access routes) caused by the contractor during the project will be the responsibility of the contractor.

Q21. (Reference Bid Form) Bid Item A.4, Mulch is an owner directed unit price item. Does this item apply to landscape mulch such as pine straw or does it mean mulch placed for erosion control? (wheat or hay straw)

A21. The intent of Bid Item A.4 is generally for mulching areas not associated with construction activities (i.e., erosion was observed in an area prior to the work commencing). For erosion/sediment control associated with construction activities, sodding and seeding is described under Section 32 92 00 and the design drawings.

Q22. (Reference Bid Form) Bid Items 10a & 10b are for Selective Tree Removal (12-24”

Diameter) and (Over 24” Diameter). Do these two items also include stump removal or will that activity be paid under Bid Items 11a, 11b and 11c?

A22. Stump Removal should be paid under Bid Items 11a, 11b and 11c.

Q23. On sheet S-2 of the drawings for the Inverness Lake Dam, note 8 states “ INSTALL

WATERPROOFING JOINT SEALANT INJECTION AT ALL HORIZONTAL CONSTRUCTION

JOINTS FOR FULL LENGTH OF JOINT ON ALL SIDES OF OCS FROM INTERIOR OF

TOWER. IF NEEDED TO STOP WATER FLOW PRIOR TO INJECTION, SEAL JOINT AT

EXTERIOR OF OCS UNDERWATER USING SPECIFIED MATERIAL.” Please consider adding an allowance item for the underwater sealing of the joints at this location since there is no possible method to determine the extent of the work indicated.

A23. Based on previous inspection photos, this is not expected to be a large quantity; however, since the extent is not quantifiable prior to construction, an allowance seems to be appropriate. See Addendum A2 Modification M5 for additional details.

Q24. Is the existing low-level drawdown gate at Dam H-21 operable?

A24. Based on the Structural Inspection report prepared by Stantec and dated December 6, 2019, the low-level gate at Dam H-21 should be considered inoperable. The gate was not exercised at the time of the inspection and was noted to be in poor condition, with visible corrosion and significant sediment buildup in front of the gate.

BL087-23 PAGE 7

Q25. The existing low-level drawdown gates at eight locations (H-3, H-25, Inverness, M-7, N- 1, TM-1, Y-3 & Y-16) are all “reportedly operable.” If the contractor bids the project based on being able to use the gates to lower/drain the lakes and subsequently finds out that these gates are not functional will the contractor then be entitled to additional compensation for having to pump or siphon to lower/drain the lake?

A25. The County considers all sites listed above in Q25 to have operable low level draw down gates, however in the event that any of the sites do not have functional gates the contractor will be compensated for additional effort required to drain the reservoir. Any such additional dewatering measures or deviations from the approved water management plan shall be approved by the County and the Engineer prior to implementation.

The County has modified the bid form Measure & Payment Item #5 to provide greater clarity in the different dewatering needs at each site. See Addendum 2 Modification M2 for full details.

Q26. General Note 26 on Sheet G-2 of the Dam N-1 drawings state “FROM THE TIME THE

LAKE IS DRAWN DOWN TO BELOW THE GOLF COURSE IRRIGATION SYSTEM INTAKE TO

THE TIME THE LAKE LEVEL IS RESTORED BACK TO THAT ELEVATION, THE

CONTRACTOR SHALL PROVIDE 72,000 GALLONS OF WATER PER WEEK TO SUPPLY

THE GOLF COURSE'S IRRIGATION NEEDS.” Will this requirement for water be less during the winter months? If yes, what will be the amount needed during that time period?

Please confirm that this water is non-potable.

A26. The water requirement shall be 72,000 gallons of water per week including winter. The work shall be performed during the time period specified in the contract documents. The water from the Lake is non-potable.

Q27. Most of the Repair Notes on the structural drawings include the following statement:

“AFTER LAKE IS DRAWN DOWN, CLEAN THE ENTIRE EXPOSED INTERIOR AND

EXTERIOR CONCRETE SURFACE ON ALL SIDES OF THE OCS STRUCTURE WITH

PRESSURIZED WATER, OR OTHER ABRASIVE MEANS AS ACCEPTED BY THE ENGINEER,

AND APPLY AN ABRASION RESISTANT POLYMER AS SPECIFIED IN THE GENERAL

STRUCTURAL NOTES.” Does the term “entire exposed interior and exterior concrete surface” include the areas that might be covered due to silt build-up around the structure?

A27. This refers to all of the interior surfaces (except where obstructed by equipment, etc. – i.e., hardware doesn’t need to be removed to clean behind it, this should only apply in a few cases). On the exterior surfaces, silt should be removed as low as the top of the footing, but embankment material shall not be removed (i.e., remove silt from footing on gate side and clean concrete, don’t remove embankment material on the PSP side). Care shall be taken when removing silt to avoid removing embankment material.

Q28. Please confirm that there is no cleaning, patching, joint sealing or abrasion coating required for the OCS located at Dam H-21.

A28. No cleaning, patching, joint sealing, or abrasion coating is required for the OCS structure at Dam H-21. However, any concrete damage to the riser structure in the course of the low-level gate replacement shall be repaired by the Contractor.

BL087-23 PAGE 8

Q29. Some of the outlet control structures have manhole covers and frames instead of access hatches. According to the repair notes the contractor is to prepare, prime and paint these covers and frames. There is not a specific bid item for this activity. Will the contractor be compensated for this work under Bid Item 38, “Clean and Recoat Access Hatch?”

A29. Yes, preparing, priming and painting covers and frames of OCS access points (manholes or access hatches) are included under Bid Item 38, “Clean and Recoat Access Hatch.”

Q30. According to the drawings the contractor is required to clean the invert of the existing 60” PSP at the Inverness Lake Dam. What pay item will be used as compensation for this work?

A30. Bid item #22, “Concrete Surface Cleaning for Outlet Control Structure” should be used as compensation for cleaning the invert of the 60” PSP at Inverness.

Q31. Will steel sheet piling be acceptable for use in constructing temporary cofferdams at all locations?

A31. Sheet pile may be acceptable for use, but DWR and the owner’s representative reserve the right to review and approve the plan, limits, and details prior to implementation (e.g., the lateral distance into the embankment will be limited.)
