Subject: Draft Request for Proposal (DRFP), 80JSC020R0039, Advanced Enterprise
Global Information Technology (IT) Solutions (AEGIS) Contract
The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), is pleased to release the DRFP, number 80JSC020R0039, for the AEGIS contract. This effort is a follow-on to the NASA Integrated Communications Services (NICS) contract.
AEGIS is anticipated to be a hybrid Cost-Plus Award-Fee (CPAF), with Firm-Fixed-Price (FFP), Award Term, and FFP Indefinite-Delivery Indefinite Quantity (IDIQ) Task Orders (TOs). AEGIS has been assigned the North American Industry Classification System code 541512, Computer Systems Design Services, with a size standard of $30 million.
The AEGIS contract is anticipated to have a 2-year period of performance base (July 10, 2021, to July 9, 2023), one 1-year option (July 10, 2023, to July 9, 2024), and seven 1-year award terms (July 10, 2024, to July 9, 2031), with a phase-in period of 60-days (May 10, 2021, to July 9, 2021).
Throughout the document, the Government uses “TBD” or “GFI” to designate a Government Fill-In and “OFI” to designate a section to be Filled-In by the Offeror.

The successful offeror must pass an Equal Employment Opportunity clearance before contract award (See FAR 22.805).
NASA originally requested feedback on the overall procurement strategy through the AEGIS Requirements Request for Information (RFI) 80JSC020NICS2, issued on December 11, 2019; and through the AEGIS Requirements RFI (RRFI) 80JSC020AEGIS, issued on March 3, 2020. Key aspects of that feedback have been incorporated into this DRFP. Most notably, areas where the Government has used your feedback include:

In continuing our dialogue with industry, further feedback is appreciated on the DRFP that will help NASA achieve its goals of accountability, effectiveness, innovation, and highly secure solutions.
Specific areas where feedback is requested to meet NASA’s goals, or to promote understanding of the requirement, include:

Again, comments and questions to this DRFP are highly encouraged. For use in formulating comments and questions and in the preparation of proposals, a collection of reference documents are available through the AEGIS Technical Reference Library on the Government-wide Point of Entry (GPE) website, https://beta.sam.gov, or on the acquisition website at https://procurement.jsc.nasa.gov/aegis.
Submitted comments and questions should not contain proprietary markings. NASA will not publicly respond to questions marked as containing confidential, proprietary, competition sensitive, or business information. For consideration in preparation of the Final RFP, all inquiries or comments concerning this DRFP shall be submitted in writing on or before August 21, 2020. They should be submitted via e-mail to janet.g.arkinson@nasa.gov and michelle.l.berdux@nasa.gov.
Please title the e-mail “Questions/Comments – AEGIS Draft RFP” in the subject block.
Comments and questions will be addressed prior to release of the Final RFP. If a respondent believes their questions/comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive, or business information will not be provided a Government response.
Questions and comments submitted in response to the DRFP will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal RFP.
The use of ideas, questions, and comments to structure the final RFP is at the discretion of the Government. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror’s comments, and the DRFP should not be used by offerors to market their products/services. The DRFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract. Responses to questions will be available on the GPE, as well as the AEGIS website. Additionally, please note that the Section M Evaluation Criteria provided in this DRFP are being provided as pre-decisional, notional information at this point in time because the Government has not yet made a decision regarding the evaluation criteria that will actually be used for this procurement. The official evaluation criteria will be stated in the Final RFP
