It is recommended that Offerors first complete Column B by entering the dollar amount the Offeror proposes to subcontract to each business category and subcategory. To complete Column A, divide the dollar amount in Column B by the total offered price of the proposal (that is, total contract value). In the example above, Column A for Veteran Owned Small Business =

[Past performance information concerning key personnel, subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor‘s or teaming partner‘s consent.

Because a prime contractor is a private party, the Government will need that consent before disclosing key personnel, subcontractor/teaming partner past and present performance information to the prime during exchanges.
