About this file

This Statement of Specifications details a National Park Service contract to procure and deliver approximately 312 tons of crusher run limestone aggregate for trail maintenance at Big South Fork National River and Recreation Area in Tennessee. The project involves delivering the aggregate materials to two designated stockpile locations (West Entrance Stockpile and Burke Field Stockpile), with approximately 156 tons to be delivered to each site. Deliveries must occur within 30 calendar days of the Notice to Proceed, during normal operating hours (0700 to 1630 EST, Monday through Friday), and will be coordinated with the Contracting Officer's Representative (COR).

The limestone aggregate must meet specific technical specifications, including being a mixture of crushed stone and fines, passing a 2-inch screen, well-graded for compaction and drainage, and free of excess dirt and organic material. The materials will support rehabilitation of approximately 3 miles of the Salt Pine Ridge Horse Trail, addressing trail hazards such as mudholes, erosion, and failing drainage structures. The contractor is responsible for providing weight tickets, maintaining a delivery log, and ensuring all materials comply with applicable ASTM and AASHTO standards. The COR will conduct initial and ongoing inspections to verify material quality and contract compliance.

1. BACKGROUND:

Big South Fork National River and Recreation Area (BISO): Located on the Kentucky- Tennessee border, BISO encompasses approximately 125,000 acres. Established by Congress on March 7, 1974, its mission focuses on preserving the area's natural and cultural resources for current and future generations. The park features the Big South Fork of the Cumberland River and its tributaries in their natural state, promoting ecological integrity and a variety of recreational activities. These activities support the local economy and provide leisure opportunities in the economically challenged region.

This project will perform cyclic maintenance and rehabilitation of approximately 3 miles of the Salt Pine Ridge Horse Trail, a popular equestrian route experiencing hazards such as mudholes, erosion, and failing drainage structures. To restore the trail tread to safe and sustainable conditions, the National Park Service will purchase approximately 312 tons of crusher run limestone aggregate. The material will be used to stabilize and rebuild the trail surface, ensuring long-term durability and improving visitor safety and access.
