About this file

This Request for Proposal is issued by the Town of Parker, Colorado, for comprehensive cleaning, sanitation, stocking, condition monitoring, specialized cleaning, and on-call response services for public park restrooms. The solicitation covers eight current facilities—four plumbed restrooms and four vault restrooms—with anticipated expansion to ten additional plumbed restrooms across multiple subdivisions and parks during the contract term. Daily cleaning services are required at all facilities, including weekends and holidays, with service frequencies adjustable by facility, season, usage level, and Town direction. The RFP opens September 10, 2026, with questions due by September 24, 2026, a mandatory pre-submittal meeting scheduled for September 22, 2026, and proposals due by October 2, 2026. The contract term is typically one year with up to four renewal options, providing potential continuity through 2031.

Contractors must provide labor, vehicles, personal protective equipment, cleaning equipment, and tools, while the Town supplies cleaning chemicals and consumable products. Pricing shall include unit rates for plumbed and vault restroom visits, with separate pricing for enhanced service cycles during special events, pressure washing, graffiti removal, biohazard cleanup, and guaranteed urgent and non-urgent after-hours response. Evaluation criteria weighted at 100 points prioritize Price (30 points), Experience and Qualifications (20 points), Service Approach and Capacity (20 points), On-Call and Emergency Response (20 points), and Reporting and Inspection Capabilities (10 points). Contractors must demonstrate comparable municipal or public park system experience, training in biohazard response and vault restroom management, quality-control procedures, electronic service documentation with photographic evidence, and staffing capacity to absorb facility growth on short notice. All proposals must be submitted electronically through the Town of Parker EUNA Procurement Portal, with the Town reserving the right to negotiate with selected consultants and award to the provider offering best value.
