About this file
This is an Invitation for Bids (IFB) document issued by the Town of Monument, Colorado for the Railroad Crossing Concrete Median Project (IFB No. 26-010). The project involves construction improvements at the 2nd Street railroad crossing at the BNSF/Union Pacific railroad crossing (DOT Crossing No. 253076E) to achieve compliance with Federal Railroad Administration Quiet Zone requirements. The scope of work includes demolition and removal of approximately 1,680 square feet of existing median, installation of approximately 437 linear feet of concrete curb and gutter, placement of stamped decorative concrete median surface, installation of aggregate base course, asphalt patching and roadway restoration, mobilization and site preparation, and construction traffic control. Bids must be submitted electronically through BidNet Direct by September 4, 2026 at 1:30 PM local time. Questions regarding the IFB must be submitted by email to Andrew Archuleta, Assistant Director of Public Works (aarchuleta@tomgov.org) no later than August 28, 2026, with responses posted by September 1, 2026. Site visits are encouraged to determine all requirements and conditions affecting the work, with failure to visit not relieving bidders of responsibility for project knowledge. The Town expects to make a recommendation to Town Council regarding contract award by September 21, 2026. Bidders must be available to visit the job site and review all drawings, specifications, and contract documents prior to submission.
Bids are solicited on a Firm Fixed Price basis with award intended for the lowest responsive and responsible bidder whose bid meets all requirements and serves the Town's best interests. The bid schedule includes eight line items: Concrete Curb and Gutter Type 1 (437 linear feet), Asphalt Patching (97 square yards), Mobilization (lump sum), Traffic Control (lump sum), Demo and Dispose of Median (1,680 square feet), Stamped Grey Concrete Median 6" thick (1,680 square feet), Aggregate Base Course 6" Installed (187 square yards), and Force Account/Minor Contract Revisions (lump sum at $5,000). Unit prices must include all labor, materials, excavation, removals, disposal, hauling, grading, compaction, testing, traffic control, restoration, equipment, tools, permits, overhead, profit, and incidentals. The Town is tax-exempt and will provide a tax exemption certificate upon request. All proposals become Town property and are subject to public disclosure under the Colorado Open Records Act. Proposals are binding for 60 days following the submission deadline and may not be withdrawn prior to the deadline. The contract will be governed by Colorado state law with venue in El Paso County District Court.

BID SCHEDULE C
Scope of Work
The contractor will complete improvements to the existing railroad crossing medians located on 2nd Street at the BNSF/Union Pacific railroad crossing (DOT Crossing No.
253076E). The project is being undertaken to bring the crossing back into compliance with Federal Railroad Administration (FRA) Quiet Zone requirements associated with the existing "Gates with Medians" Supplementary Safety Measure. The FRA identified that portions of the existing medians do not meet the required dimensions, specifically that the non-traversable curb is not consistently 6 inches in height and does not extend the required 100 feet from the railroad gate arms.
The work includes demolition and removal of the existing median improvements, installation of new concrete curb and gutter, construction of a stamped concrete median island, installation of a compacted aggregate base course, asphalt patching and restoration, and all necessary grading and site preparation. The completed median will provide a continuous non-traversable barrier meeting current FRA Quiet Zone standards and will enhance safety by discouraging motorists from driving around activated crossing gates.
Additional work may include refreshing pavement markings and making associated improvements necessary to maintain overall railroad crossing compliance. Railroad flagging and rail traffic coordination required for work within railroad jurisdiction will be provided and coordinated by the railroad. The Contractor shall be responsible for all roadway traffic control necessary to maintain vehicular and pedestrian access throughout construction in accordance with approved traffic control plans. The Contractor shall cooperate with the Town, BNSF Railway, Union Pacific Railroad, and all regulatory agencies having jurisdiction over the crossing.
The project is considered maintenance and compliance-related work intended to preserve the Town's existing Quiet Zone designation and improve public safety at this critical roadway and railroad crossing.
Major Construction Elements
• Demolition and disposal of approximately 1,680 SF of existing median.
• Installation of approximately 437 LF of concrete curb and gutter.
• Placement of stamped decorative concrete median surface.
• Installation of aggregate base course.
• Asphalt patching and roadway restoration adjacent to the new curb.
I F B | T O W N O F M O N U M E N T 1 6
• Mobilization, site preparation, and construction traffic control.
• Modifications necessary to achieve FRA Quiet Zone median compliance requirements.
This project will improve safety at the railroad crossing, maintain compliance with federal Quiet Zone regulations, and support the continued operation of the Town's railroad crossing safety measures. Final median dimensions shall conform to the approved plans and FRA Quiet Zone requirements. Contractor shall verify dimensions prior to placement of concrete.
